02-17-1981 CC MIN REGULAR SEMI-MONTHLY MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER PUBLIC LIBRARY FEBRUARY 17, 1981 1 Members Present: Mayor Hinkle, Councilmembers Schuldt, Engstrom, Toth pnd Duitsman Members Absent: None 1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle. 2. Agenda Item 12 C, Street Maintenance, was added to the February 17, 1981 City Council Agenda, and Item II, Consideration of Personnel Committee Recommendations, was deleted from the February 17, 1981 City Council Agenda. COUNCILMAN DUITSMAN MOVED APPROVAL OF THE AGENDA AS AMENDED. COUNCILMAN TOTH SECONDED THE MOTION. THE MOTION PASSED 4-0. 3. Minutes COUNCILMAN DUITSMAN MOVED APPROVAL OF THE MINUTES OF THE FEBRUARY 2, 1981 CITY COUNCIL MEETING. COUNCILMAN SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. 4. Open Mike No one appeared for this item. 5. Consider Purchase ofVarda Silent Alarm Tom Zerwas, Elk River Chief of Police, was present to explain to the City Council the Varda silent alarm. Tom Zerwas indicated that a Varda silent alarm was used to solve a crime at the Cretex Company, and further indicated that the Police Department was asked to pursue the purchase of a Varda silent alarm by the local businesses. Mr. Zerwas indicated that several local businesses had contributed funds totaling $1,300 toward the purchase of a Varda silent alarm, and asked that the City Council authorize the additional $288.88 necessary for the purchase of the alarm system. Mr. Zerwas indicated that there were additional features to the system to set off the alarm in case of burglary and further indicated that the system would be available for use by anyone with a burglary problem. Mechanical Amusement Device License for Robert Chasteen Mr. Robert Chasteen was present to answer any questions the City Council may have regarding the amusement device ~icense application. General discussion was carried on regarding the hours of the establishment, the type of persons patronizing the establishment, the lighting of the parking lot, the types of games proposed for the establishment, the policing of the parking lot,and the types of refreshments sold. COUNCILMAN SCHULDT MOVED APPROVAL OF THE MECHANICAL AMUSEMENT DEVICE LICENSE FOR ROBERT CHASTEEN TO OPERATE A RECREATION ROOM AT 17119 HIGHWAy fllO IN THE CITY OF ELK RIVER. COUNCILMAN ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. 7. Improvements to Intersection of Highway #10 and Jackson Avenue The City Administrator indicated that the City of Elk River was selected as a demonstration city in a Rail Corridor Study, and that the recommendations suggested by the consultant, Barton-Aschmann Associates, are to alleviate the traffic problem February 17, 1981 Page Two experienced by the City caused by the Burlington Northern line, and further indicated that the proposed improvements would be at the expense of the Minnesota Department of Transportation. The City Administrator indicated that the items recommended by the consultant that would require the City of Elk River's approval involved the removal of two angle parking spaces on southbound Jackson Street, and the removal of parallel parking spaces on northbound Jackson Street. The City Administrator indicated that it was his recommendation that item 6 & 7 on the memorandum from Barton-Aschman Associates be amended to allow parking on the north side of Highway #10, east of the depot, to allow for large trucks to use the Crossroads Cafe. The City Administrator further indicated that it was his recommendation that the City Council request directional signing to be erected at the same time the improvements to the Jackson and Highway #10 intersection are made. COUNCILMAN DUITSMAN MOVED APPROVAL OF THE AUTHORIZATION OF THE IMPROVEMENTS SUGGESTED.TN.THE BARTON-ASCHMANN.MEMORANDUM.TO.THE.INTERSECTION.OF JACKSON AND HIGHWAY #10, WITH. THE RECOMMENDATIONS THAT. PARKING BE ALLOWED.ON THE NORTH SIDE OF HIGHWAY #10, EAST.OF.THE.BURLINGTON.NORTHERN.DEPOT,.THAT DIRECTIONAL SIGNING BE ERECTED AT THE INTERSECTION OF JACKSON AND HIGHWAY #10, THAT CITY STAFF ERECT "NO PARKING" SIGNS ON THE EAST SIDE OF JACKSON AVENUE SOUTH OF HIGHWAY 1110 AND TO ELIMINATE THE TWO ANGLE SPACES ON THE WEST SIDE OF JACKSON AVENUE. Consider Beautification Committee Appointment Councilman Toth did not have an appointment to the Beautification Committee at this time. 9. Consider DNR Hydr6Electric Feasibility Study The City Administrator indicated that the expense of $2,170 for the City's share of a feasibility study for hydro electric power at the Orono Dam does not seem to be in the City's best interests at this time, as the site, at best, is still in the marginal category for hydro electric purposes. The City Administrator recommended that the City Council direct City Staff to communicate the City's lack of interest in the hydro electric feasibility study for the Orono Dam to the Department of Natural Resources. COUNCILMAN TOTHSECONDED THE MOTION. THE MOTION PASSED 4-0. 11. Deleted 12. Administrator's Update A. Sanitary Sewer Interceptor Bids The City Administrator indicated that an addendum was sent out, regarding the sanitary sewer interceptor plans and specifications to include requirements of the Farmer's Home Administration, and therefore, the bids will be opened Friday, February 20, 1981, and further indicated that there would be a meeting of the Sewer Interceptor Committee at the City Hall on Monday, February 23, 1981, at 7:30 p.m. February 17, 1981 Page Three B. Highway #101 Bridge Replacement The City Administrator indicated that the engineers are working on the bridge project and that the State will help with the technical studies of providing aerial maps which also can be ~sedby the HRA. The City Administrator further indicated that traffic patterns would be included and considered in the planning of the bridge design project. C. Street Maintenance The City Administrator indicated that the cinders used by the Street Maintenance Department contained a burned tire residue, which caused the problems exper- ienced by the City, and further indicated that the cinders are traditionally used to cut the ice when salt and sand does not work. The City Administrator further indicated that with the warm weather, the Street Department would be able to use the street sweeper to clean up the streets, caused by the spreading of the cinders. 13. THE MOTION PASSED 4-0. 14. Tentative Agenda Bids for the sewer interceptor is tentatively scheduled for the March 2, 1981 City Council meeting.
