PUBLIC HEARING - SANITARY SEWER INTERCEPTOR
HELD AT THE ELK RIVER HIGH SCHOOL
APRIL 27, 1981
Members Present: Mayor Hinkle, Councilmembers Schuldt, Engstrom, Toth and
Duitsman
Mayor Hinkle addressed the audience with an opening statement regarding the growth
of the community, the desire for increased industry in the community and the need of
the sewer interceptor to accomodate the growth. Mayor Hinkle then asked Mr. Skip
McCombs of McCombs-Knutson, engineers for the project, to explain the project to
the public.
Mr. Skip McCombs indicated that in 1971 the Wastewater Treatment Plant was built
and the plans for the interceptor were included at that time. Mr. McCombs indicated
that the interceptor was not included in the grant, therefore the interceptor was
postponed. Mr. McCombs explained that grants have not been available and the project
has been in limbo until approximately a year ago; at that time the City Council
ordered a public hearing as they saw the need for the interceptor in the near future.
The City Council advised the City to proceed with a grant application to the Farmer's
Home Administration and to proceed with the project. Mr. McCombs indicated that
plans and specifications were completed and the project went out for bids with the
lowest bid approximately $200,000 less than proposed.
Mr. McCombs explained the area proposed as benefiting from the project and the cost
recovery methods for the project.
The public hearing was then opened to the public for their questions and comments.

Sewer Interceptor Public Hearing
Discussion was carried on between the citizens, the engineers and the Council
regarding the location of the interceptor, whether service would ever reach the
area south of the railroad, size of interceptor pipe, capacity in the future,
costs, hook-up charges, lateral charges, and the means of assessing costs.
It was the general concensus of the citizens present that their concern centered
around the real need for the interceptor, the service to the south and whether it
was designed to hold full capacity and the costs and means of assessing the costs-
The Mayor indicated that the Council would review and consider all comments made
in their decisions involving the sewer interceptor project and the means of assessing
the costs.
