I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation
Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Consider 12/13/17 Agenda
Chair Anderson asked to add Arena Project Update to the agenda as Item 6.1
11111 Moved by Commissioner Sagan and seconded by Commissioner Kallemeyn to
approve the December 13,2017, Parks and Recreation Commission meeting
agenda with the recommended changes. Motion carried 7-0.
3.1 Consider 11/08/17 Regular PRC Minutes
Moved by Commissioner Niziolek and seconded by Commissioner Kallemeyn to
approve the following November 8,2017 Parks and Recreation Commission
Minutes. Motion carried 7-0.
4. Open Forum - None
5. Action Items
5.1 2018 Commission Meeting Calendar
Mr. Hecker presented his staff report.
Moved by Commissioner Kallemeyn and seconded by Commissioner Sagan to
approve the Commission meet on the second Wednesday of each month at 6:30
p.m. during the year 2018 except for the month of October. The October meeting
will become Tuesday, October 16,2018. Motion carried 7-0.

5.2 Park Dedication — Miske Meadows Preliminary Plat
Mr.Leeseberg presented his staff report.
Chair Anderson asked what is the size of the property that we can take park dedication?
The land developer stated it is 60 acres.
Chair Anderson said he cannot make the decision without knowing how much land there
is in the development.
Moved by Commissioner Niziolek and seconded by Commissioner Sagan to
recommend to City Council to accept park dedication to be paid in cash at a rate
applicable when the subdivision is released for recording. The amount will be
approximately$411,000. Motion carried 7-0.
5.3 Park Dedication — Raspberry Ridge Preliminary Plat
Mr. Benoit presented his staff report.
Chair Anderson asked to have an Ariel view of development in the future.
Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn to
recommend to City Council that park dedication for the plat of Raspberry Ridge be •
paid at the rate applicable when the subdivision is released for recording,which
will equate to approximately$4277.79 in park dedication fees for three parcels
along with recording a 30-foot trail easement along the entire north side of Lot 1.
Motion carried 7-0.
Chair Anderson gave an explanation of what Park Dedication is and how it ties into new
developments.When new developments come to commission we have the option to take
10%of the land or a percentage of cash dedication per lot. The money is used to develop
parks.
6. Discussion Items— None
6.1 Arena Project Update
Commissioner Sagan presented and update.A plan will be presented to city council on
Monday, Dec 18.
Mr. Hecker stated the city hired RJM manager and they have brought in new ideas.
7. Parks and Recreation Director Update
Mr. Hecker presented his staff report. Seeding was completed at WHHCA.

Chair Anderson asked to hold stake holders meeting regarding Woodland Trails Regional
Park and future amenities. He doesn't want to be reported to,and would like to be
involved in the process sharing that he wants to bring in other key park users with a
different perspective. Recommends the public be involved in the process of
improvements being added to park.
8.1 Recreation Manager's Update
Mr. Benoit presented his staff report. Sharing highlights about the Activity Center's 2017
Member Annual Holiday Party.
8.2 Parks Superintendent's Update
Mr. Sevcik presented his staff report, also discussing buckthorn removal.
9. Announcements
Mr. Hecker stated there will be a work session in the new year about invasive species.
Chair Anderson shared that Woodland Trails are being groomed but need more snow

before opening.
10. Adjourn to Work session
There being no further business, Chair Anderson adjourned the meeting of the Elk River
Parks and Recreation Commission at 7:24 p.m.
I 1. Work session
The work session meeting of the Elk River Parks and Recreation Commission was called
to order at 7:33 p.m. by Chair Anderson.
I 1.1 Trails Master Plan
Mr. Sevcik led discussion regarding the Trails Master Plan.
Trail areas Commission members discussed:
• NW corridor has no trail connection going East/West. Create a trail West of Burr
Oak going up towards a future tail.
• Woodlands Regional Trail Park going East/West North of the former Top of the
World Park and add trail to Big Lakes township

• Trails by Pinewood Golf Course and Miske Meadows.
• MRT trail on Highway 10.
Commissioner Niziolek thinks the most important trail is to have a yellow line in
Southeast Elk River along the bluff line.
Chair Anderson wants to look at a trail behind McCoys Bar on the river.

Parks and Recreation Commission work session at 8:13 p.m.
