Provide direction to staff and the Elk River Area Chamber of Commerce.
Background/Discussion
The Elk River Area Chamber of Commerce had a lease with the City of Elk River for the property the
currently inhabit. They chose not to renew the lease with the intent of moving to a new location.
The existing building and property is owned by the city and leased for a nominal annual amount. The
lease requires the Chamber to maintain ongoing maintenance and repairs. A number of the building's
systems are age-worn to the end of their lifespan such as HVAC,roofing,windows, etc.
The building was originally a residential home and office functionality is severely limited.
Utilizing their business resources, the Chamber Board was able to get current pricing to make needed
repairs and some minimal work area enhancements to improve office functionality. The Chamber Board
is seeking the Council's interest in assisting and participating with repair financing and in selling the
building to the Chamber for a nominal value while the city maintains the land ownership and a building
option in a situation where future TH10 improvements would require use of the property for highway
right-of-way.

Scope of work
This scope of work contains six areas, 1. Mold and drainage issues, 2. Conference room remodel, 3.
Replacement of doors and windows, 4. New furnace and air conditioning, 5. Front of building
decor and painting exterior of building, 6.
1. Mold, drainage issues on back side of building due to lack of grading issues.
Building a retaining wall create a swale for water to drain around building. And
landscape with poly and rock.
Exterior
Excavation company
• Remove two bushes and haul off site
• Build a retaining wall across back
• Drain Tile both down spouts and day light around the corner
• River Rock and fabric between wall and building add sock drain tile under rock
• Two loads of soil cover and leveled
• Allowance for irrigation repairs $600
• Allowance for sod $1,440
Siding contractor
• Remove bottom row of aluminum siding from back of building
• Seal up any holes between foundation and wall framing
• Install flashing
• Reinstall siding
Interior
Demo Labor, Dumpster, Insulation company, sheet rocker of carpenter
• Remove items from storage rooms
• Demo sheetrock and insulation from entire back wall of building (north wall)
• Dry and seal wall where mold was present.
• Install close cell foam in wall cavities and joist spaces.

Install sheetrock
Total for all above project $14,577.00
2. Conference room remodel, goal is enlarging the existing room and create a hallway.
Demo labor, Dumpster, carpenters, electrical, plumbing, heating sheet rockers, tapers Painters, Material

• Demo walls interior walls of conference room and wet bar wall in hallway.
• Frame in new wall to accommodate a new hallway and door opening into conference room.
• Wire for new light switches for conference room and three-way switch for hallway, outlets and install light
fixtures.
• Sheetrock, tape, sand and spray ceilings
• Install 6' oak full glass double door into conference room with oak Princeton casing and base.
• Stain and varnish doors and trim, paint walls
• Install carpet in conference room and vinyl flooring in hallway.
Total for all above project $17,466.00
3. Window and door replacement
Window supplier, dumpster, carpenter, sheet rocker, painter and sider
• Lower level entry door, 3-0 right hand, steel door with Aluminum frame, full light with double bore
• Replace 6-0 patio door on upper level with a 6' window.
o Remove door
o Frame in window opening
o Install window
o Install window wrap and flashing
o Patch in siding
o Insulate
o Patch sheetrock and tape
o Paint and stain jambs, casing and Base
• 2 -Upper level entry door, 3-0 right hand, steel door with Aluminum frame, full light with double bore
• Replace 2- 6' three wide window with a vinyl casement window
• Replace window in Debbie's office with a vinyl glide
• Replace 3- single wide double hung window with vinyl double single hung
Total for all above project $13,860.00
4. Front of building decor and deck with stairs
Demo labor, dumpster, concrete guys, building supplies, carpenters, electrician, siders, roofing and
painting
• Remove existing front deck and post on front of building
• Use existing footings and pour concrete sidewalk
• Frame post and beam structure and roof
• Install can lights under porch roof
• Install white Aluminum Soffit and Facia
• Install metal roof
• Frame new stairway and railing to match existing to 2°d floor entry door
• Patch in siding where old deck was.
• Move existing stairs back
• Move Light for flag light
Total for all above project $20,790.00
5. Replace and install new furnace and A/C
Heating contractor and electrician
• Remove existing furnace and A/c and haul way.
• Install new 90% furnace and new 2 -ton A/c unit
• Option to move to new location
Total for all above project $6,800.00
6. Painting exterior of building
Labor to power wash building, Painter
• Power wash exterior of existing aluminum siding
• Paint siding only, no windows or soffit and fascia
Total for all above project $5,500.00
