10-12-1982 CC MIN MINUTES OF PUBLIC HEARING FOR. STORM SEWER AREA C OCTOBER 12, 1982 Members Present: Mayor Hinkle, Councilmembers Schuldt and Toth Members Absent: Councilmembers Duitsman and Engstrom Mr. Terry Maurer of Consulting Engineers Diversified, gave a presentation regard- ing the Comprehensive Storm Drainage Feasibility Study. Mr. Maurer indicated that Consulting Engineers Diversified looked at the total area, which would involve pond- ing and piping in the Comprehensive Study. Mr. Maurer indicated that the project was divided into three segments. Mr. Maurer reviewed the cost of each segment and the total cost of the project, including engineering. Mr. Maurer further indicated that Municipal State Aid construction funds could be used for the storm drainage project, if Gates Avenue was designated an MSA street. Mr. Maurer indicated that specific areas would receive both trunk and lateral benefit and other areas would receive trunk benefit only. Mr. Maurer further indicated that the assessment method proposed ~sa weighted acre basis assessment. Mr. Maurer indicated that in the weighted ~cre basis, the cost for the trunk lines would be approximately $1,185 per acre and Fhe estimated cost for the lateral line would be approximately $1,500 per acre. Dr. Johnson questioned the affec~ of the storm drainage project on his property on Main Street. Mr. Maurer indicatedl that his property may not be affected by the storm drainage project. I Ms. DorislAnderson, Ms. Betty Harstad, Ms. Jody Veitt and Mr. Gene Zopfi all ques- tioned why AreaC is included in the storm drainage project, where the water would go, and ir the natural waterway ditch would be closed. Mr. Maurer explained that water drains naturally into low areas which may not be publically owned property, therefore, storm sewer drainage must be provided for those areas. Mr. Maurer explained that the water would drain along a curb and gutter street to the storm sewer system and then on to the river. Mr. Mike Cooley questioned why MSA funds could be used for strom drainage. Maurer explained that MSA funds are for street construction and because the contributes to water runoff, storm drainage can be included in construction Mr. street costs. Further discussion was carried on regarding the type of drainage system, where the drainage water would go and MSA funding that can be used. Mr. Terry Maurer further indicated that areas assessed must show benefit before they can receive an assessment. Councilman Toth indicated that areas receiving benefit could be discussed and de- termined at the assessment hearing. Ms. Ellen Dretsch questioned when the street project and storm sewer project would be started. Mr. Terry Maurer indicated that approval of all agencies must first be obtained and then bids could be let, approximately spring with construction start- ing after the bid letting. Further discussion was carried on regarding the depth of the storm sewer line and costs attributable to that line. Linda Hagaseth questioned when the lateral lines would be proposed for Area C. Further discussion was carried on regarding costs of the project and benefit. Mayor Hinkle declared the public hearing closed. Mayor Hinkle indicated that he felt the City of Elk River should have addressed the storm sewer problems long ago and that the City must now address these problems. Councilman Toth asked the citizens present for the public hearing whether or not they wanted the storm sewer project. The majority of the people did want the storm sewer project. It was the consensus of the City Council to authorize the City's consulting engineers to proceed with plans and specifications for the proposed storm sewer project.
