SPECIAL MEETING OF THE
PUBLIC SAFETY COMMITTEE
HEED IN THE ELK RIVER CITY HALL
March 19, 1980
Members Present: Counci1members Toth, Engstrom, and Duitsman.
Members Absent: None
Others Present: Mayor Madsen
1. The meeting was called to order at 5:20 p.m. by Councilman Engstrom.
Acting Police Chief, Tom Zerwas, advised the Public Safety Committee of the
manpower shortage as a result of Paul Zabee's resigning.
The Public Safety Committee discussed Harold Dobe1's status as a patrolman
and as to whether he should remain at a part-time or become a full-time
position.
Mayor Madsen made a recommendation that as a result of the shortage of man-
power, that an exception be made and Harold Dobe1 should become a full-time
patrolman. Acting Police Chief, Tom Zerwas, indicated that if Harold Dobe1
was sent to BCA school, the City would be reimbursed up to $1,200 if Harold
successfully completed the course.
Acting Police Chief, Tom Zerwas, recommended holding off on any decisions
regarding hiring of patrolman until the City Administrator returned from
vacation.
After review of the patrolmen applications by the Public Safety Committee,
COUNCILMAN DUITSMAN MOVED THAT THE SECOND PATROLMAN POSITION BE FILLED BY A
CERTIFIED POLICE OFFICER, POSSIBLY SOMEONE FROM A RURAL COMMUNITY AND THAT
THE STARTING,WAGE SHOULD BE 70 PERCENT OF TOP LEVEL PATROLMAN. COUNCILMAN
TOTH SECONDED THE MOTION. MOTION PASSED 3-0.
COUNCILMAN DUITSMAN MOVED TO HAVE HAROLD DOBEL BE HIRED AS A FULL-TIME PATROL-
MAN AND SENT TO BCA SCHOOL, IF HE PASSED THE CIVIL SERVICE EXAM AND THE PSYCHO-
LOGICAL EXAM. COUNCILMAN TOTH SECONDED THE MOTION. MOTION PASSED 3-0.
There being no further business, the meeting was adjourned.
