SUBJECT: ORDINANCE AMENDMENT BY THE
CITY OF ELK RIVER, PUBLIC
HEARING CASE NO. OA 94-4
The City of Elk River is requesting to amend Section 900.24 of the Zoning
Ordinance relating to Parking and Loading Requirements.
BACKGROUND
A public hearing was held by the Planning Commission on December 27th to
begin discussing some of the proposed changes to the parking and loading
standards set forth in Section 900.24. The Planning Commission provided
staff with several comments at that meeting, of which some have been
included in the most recent draft of the ordinance amendment.
OVERVIEW
The following is a list of the significant changes that are being proposed as
part of this code amendment:
• 900.24 (1) - Include table illustrating minimum dimensions for parking
stalls and drive aisles.
• 900.24(2)(a) - Expansion of parking areas need to comply with City
requirements.
• 900.24(6)(d) and (e) - Include two statements relative to public safety and
emergency access.
• 900.24(7) - Remove last paragraph and summarize with Section 900.24(8)

• 900.24(9) - Except for agricultural uses, all parking areas must have a
paved driveway and parking area.
