REGULAR SEMI-MONTHLY MEETING OF THE
CITY COUNCIL OF ELK RIVER
HEID IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG.
February 21, 1978 at 7:30 P.M.
Members present: Mayor Madsen, Councilmembers Otto and Engstrom.
The minutes of the February 6, 1978 meeting were reviewed, the following
corrections were made. The appointment of the Board of Adjustments should
consist of Fox, Fredricksen and Zabee, delete Thompson as this is a three
member board. The motion pretaining to the temporary records building should
read as follows: Moved by Councilmember Toth and seconded by Councilmember
Duitsman to grant the Sherburne County Sheriff Dept. a Conditional Use Permit
for a temporary building as layed out by the Board of Adjustments and should
not read Dungarvin Inc. as there were no other additions or corrections the
minutes were approved as printed.
Jeff Bartheld representing DECA met with the Council and submitted a proclama-
tion for Council approval dedicating February 26, to March 4, 1978 as Free
Enterprise Week in the City of ElkRi ver.
Moved by Councilmember otto and seconded by Councilmember Engstrom declaring
the following proclamation:
WHEREAS, Free Enterprise is the Basic Institution for American Business.
WHEREAS, this system of economics is the misunderstood and taken for
granted, I, Frank Madsen, Mayor of the GREAT CITY OF ELK RIVER, DO
HEREB!,state and declare to all men that the week of February 26 to
March 4, 1978 as Free Enterprise Week, in the CITY OF ELK RIVER to
this subject and make known this GREAT FREE ENTERPRISE system of
economies.
Motion unanimously carried by a vote of 3-0.
Ken Nelson met with the Council regarding CETA funds that are available for
cleaning of the dead wood on the cities SO acres located at the old dump
area. Project would be supervised by CETA personal with no type of matching
funds required of the city. Ken would keep incontact with CETA regarding
this project.
8:01 P.M. Larry Toth
Moved by Councilmember Engstrom and seconded by Councilmember Otto approving
the purchase of $20.00 for seedling trees at 2re each for the park areas.
Motion unanimously carried by a vote of 4-0.
Chief of Police Joe Zerwas met with the Council regarding the CETA program
for additional help for his department. After discussion with the City At-
torne,y Dave Sellergren the Council referred this matter over to the Health
and Safety Committee for further input.
Saturday 25th, 1978 at 4: 15 P.M. was the date set for the next Health and
Safety Committee meeting.

Moved by Councilmember Toth and seconded by Co cilmember, Duitsman approving
Councilmember Engstrom to attend the Water Res ses Committee meeting.
Motion unanimously carried by a vote of 4-(). I
