that three out of four eligible, private on-sale operations in the City had
applied for a Sunday on-sale liquor licerwe. The fourth eligible 1 pri vats
on-sale e:3tablishment had expressed em interest in obtaining a license but c.1E5
of yet h26 not :mbmitted the formal applicat.ion. The Administrator also
explained that the City Council may make a determin8tion as to 'ivhat constituted
food for purpose:) of the Sunday on-coale liquor license. Councilman Otto

City Cormcil. The information presented to the COD..."1cil summarized the projected
revenues "md expem!es in the seh'er frmd for 1978 Bnd 1979. The Administrator
indicated that through either a miscn.lculation or lack of cmmnrmic at ion , the
seller revenues for 1978 ItJould be le;:;s them anticipated and as such, the Bel\Ter
fund would not be generating a surplus as originally was projected. The
Administr2tor 2150 indicated that it v.Jds necessary to raise the rate to
approximately $1. 25 per thou~)cmd per quarter in order to break even for 1979.
After D review of the information, the COlli~cil consensus was to make a moderate
increa se in sevier ratcf;, at this point, and then I' eviev,r the rates again after the
end of the first qunrter to see if a further increase is needed or justified.
