Council Meeting
February 22, 1977 at 7:30 p.m.
Members present Mayor Lundberg, Councilmember Konop, Toth, Otto and Syring.
The minutes of the February 7, 1977 meeting were reviewed the motion pertaining to the
School Street assessment should read 7 years term and not 8 years also interest to start
accuring February 1, 1977. As there were no other additions or corrections the minutes
were approved as corrected.
Dan Greene, City Insurance Agent met with the Council to review the City insurance cov-
erages. A copy of the new replacement cost is attached.
Moved by C~uncilmember Toth and seconded by Councilmember Otto approving the specification
and calling~ids on the City Employees Group Health Insurance coverage for March 21, 1977
at 7:30 p.m. also authorize the City Clerk to advertise the calling for bids in the
Sherburne County Star News. Motion unaminously carried by a vote of 5-0.
Councilmember Otto reviewed the Health and Safety Committee meeting report held February
15, 1977.
The Committee met with Chief of Police, Joe Zerwas, regarding the incident with Douglas
Pi tzele. The committee suggested that a written apology be prepared by .r<?~: "and the Mayor
stating only that if Mr. Pitzele took the incident to be a action to do ~ harm upon
him it was not intended to be such but rather a gesture to get his attention and nothing
more ..
The Council also reviewed the letter received from Bob Danforth, A~stant County Attorney
stating that the complaint by Mr. Douglas Pitzele against Joe Zerwas would not be issued
because in his considered judgement no crime took place on behalf of Joe Zerwas.
The Council approved Joe Zerwas request to hire~ another person for his department under
the WIN program.
The letter from the Elk River Retailers Association was reviewed regarding the 2 hour park-
ing limit in the downtown area. The Council accepted the 2 hour parking recommendation
of the Retailer Association for the downtown area, therefore, the 2 hour parking ordinance
now in effect will remain as is.
The Mayor asked the Council to submit written suggestion on the memo pertaining to the
Elk River Transportation needs.
