SPECIAL MEETING
May 9, 1977 at 7:30 PM.
Members present Mayor Lundberg, Councilmembers Konop, Syring, Toth and otto.
Moved by Councilmember Syring and seconded by Councilmember Konop approving the resolution
applying for State of Minnesota Land Use Planning Grant. Motion unanimously carried by
a vote of 3-0. Councilmember Toth and otto were not present at the time this motion
was made.
All members of the Elk River Town Board were present plus their attorney Dave Sallegren
and the City Consolidation attorney Bruce Rasmussen.
The purpose of this joint meeting of the two governing bodies was to try and iron out the
issues of the 2/3 vote requirement and ordinance for. consolidation.
Approximately 65 citizens were in attendance for this meeting.
Mayor Lundberg stated that although the city needed the additional revenue it was not the
prime reason for consolidation but rather the main purpose was to provide proper planning
for future growth of the entire area and the 2/3 vote requirement would be unfair to the
new council if consolidation would take place. He also stated that the council would
accept the 2/3 vote requirement for a 1 year term but not as the Town Board proposed at
10 to 15 year term.
Frank Madsen Chairman of the Town Board stated that consolidation was the best route to
take verse annexation" because under annexation the towns people would not have the ward
system of voting power but rather the voting would be a large over the entire city and
taxes~would increase considerably.
After three hours of discussion no compromise was obtained, however the two g01rernments
did agree to let the two attorneys negotiate these stipulations and call for special
meeting of the two governing bodies for June 13, 1977 at 7:30 PM. to be held at the Elk
River .gr. High School for the purpose of further deliberations on these stipulations.
