Discuss the solar picnic table project and recommend,by motion, a park location for the solar picnic
table.
Background/Discussion
The City of Elk River Energy City Commission (ECC)worked with the University of St. Thomas in 2017
to design a solar power picnic table. A design was approved and the parts were constructed. Due to
project liability constraints for the University of St. Thomas, the building and installation of the physical
structure became the responsibility of the city. This includes the concrete pour required for the
installation and the construction of the table. Staff is recommending a general contractor oversee the
actual build.
The ECC presented its 10-year action plan to City Council at the June 4 work session. The picnic table
was discussed. The location mentioned in the report was Orono Park between the dog park and the
Orono Playground on the bike path. During the City Council discussion it was also discussed that Rivers
Edge Commons Park could be another location. City Council then directed staff to make the location of
the picnic table a discussion item for the Parks and Recreation Commission.
Financial Impact
The city does have$1,000 budgeted to construct the solar picnic table

Provide direction to staff and the Energy City Commission (ECC).
Background/Discussion
The Energy City Commission has 11 members who promote Elk River as a hub of energy technology,
energy manufacturing, energy demonstrations,recycling, use of green products, and the adoption of
sustainable living practices. The Commission created a 10-year Action Plan in 2014 and has since updated
it to better meet the goals and expectations of the group. Many of the goals have been accomplished and
staff continues working on better ways to track city accomplishments.
The ECC is looking for more direction and clear goals from City Council and Council expectations for
the Commission.The Action Plan has been shared with the City Council and city department directors in
the past and it's important to understand the long-term objectives in the planning and budgeting process.
The ECC feels the Council would benefit by having some detailed discussion on the goals, objectives, and
budgeting process prior to finalizing the 2019 city budget. The ECC would welcome any
recommendations Council would provide as they pertain to goals, tracking metrics, and budgeting
process. The Action Plan has been shared with city department directors to get their feedback on items
that affect their departments.
The Commission members are very passionate about Energy City and have expressed their willingness to
meet more frequently and spend more time on city projects. Staff is looking for more direction and
desired outcomes from City Council.

The version seen in Figure 5 is one of the more popularly sold ones and is called the "Café
Model"design. For purposes of this report,this is the model that will be compared to the Elk
River Solar Project(ERSP). The ConnectableTM Café Model uses two solar panels to
generate 530 Watts DC,has two deep cycle lead acid batteries for energy storage, and has
four GFCI outlets for AC power access [5]. There are also 8 DC USB outlets for direct cell
phone charging: A detailed technical comparison between the ERSP and the ConnectableTM
can be seen below in Table 1.
