REGULAR SEMI-MONTHLY MEETING OF THE
CITY COUNCIL OF ELK RIVER
HEm IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG.
September 19, 1977 at 7:30 P.M.
Members present: Mayor Lundberg, Councilmember Otto, Toth, Konop and Syring.
The minutes of the September 6, 1977 meeting were reviewed as their were
no additions or corrections the minutes were approved as print~
Jim Pe11icciotti representing Ridgewood Home Owners Ass"n requesting that
the city apply for one complete Bo~ce Ball set from the League of Minnesota
Cities.
Moved By Councilmember otto and seconded by Counci1member Konop that be it
resolved that the City of Elk River does hereby request distribution of one
(1) Bo~e Ball set to the City of Elk River through the League of Minnesota
Cities. Motion carried by a vote of 4-0 Counci1member Syring obstained.
Moved by Coun~i1member Syring and seconded by Councilmember Otto authorizing
the Elk River High School to have fireworks for their Homecoming celebrations
Oct. 7,1977 provided it is supervised by the Elk River Fire Department.
Motion unanimously carried by a vote of 5-0.
Mlrl. & Mrs. Bob Schmitt met with the Council regarding reimbursement for sewer
back-up in their basement causing damage to their carpets totaling $488.00.
The Council instructed them to submit their claim along with a statement
discribing what had happened and why they feel that the city is liable.
8:12 P.M. Mayor Lundberg declared the public hearing on the parking ordinance
opened.
Mr. Dare, Mr. Dwyer and Mr. Johnson and Store Manager were in attendance
for the hearing.
The following comments were made.
1. Change the 4 hour parking in the Municipal Parking Lot to 2 or 3
hrs. because an average employee only works 8 hrs. and has an hour
lunch therefore would not be in violation of the parking ordinance.
2. Should ma~e use of the lot along the tracks first for employees
then use the Municipal lot second.
Moved by Mayor Lundberg and seconded by Councilmember otto adopting ordinance
No. 17.06b regulating the use of parking and city roads and other places
within the City of Elk River and imposing penalities for violation.
Motion unanimously carried by a vote of 5-0. A copy of the ordinance is
attached.
Mayor Lundberg called for a public hearing October 17, 1977 at 8:00 P.M.
to consider the following: (see notice).
Moved by Councilmember Syring and seconded by Councilmember Konop approving
the maintenance agreement between the City and County for road maintenance
on Main Street for the amount of $1,500.00 (Oct. 1, 1977 to Oct. 1, 1978).
Motion unanimously carried by a vote of 5-0.
Moved by Councilmember Syring and seconded by Councilmember Toth approving '.
the expenditure of $600.00 to correct this drainage problem on the North -
side of Main Street in front of Ron's Star Market. Motion unanimously
carried by a vote of 5-0.
Moved by Councilmember Konop and seconded by Councilmember otto approving
the Northwestern Bells request to place buried cable along Baldwin Ave.
as per the attached sketch. Motion unanimoumly carried by a vote of 5-0.
No further business the meeting adjourned at 10:20 P.M.
