10-03-1977 CC MIN 1 REGULAR SEMI-MONTHLY MEETING OF THE CITY COUNCIL OF ELK RIVER HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. October 3, 1977 at 7:30 P.M. Members present: Mayor Lundber, Councilmembers Otto, Syring, Konop and Toth. The minutes of the September 19, 1977 meeting were reviewed as there were no additions or corrections the minutes were approved as printed. City Engineer, Lyle Swanson met with the CounciIt and presented the plans and specifications for street and watermain construction for Ridgewood East 2nd Addition. Moved by Councilmember Toth and seconded by Councilmember Otto approving and accepting the plans and specifications for street and watermain construction for Ridgewood East 2nd Addition dated September, 1977 and call for bids some- time between February and March of 1978. Motion unanimously carried by a vote of 5-0. Lyle also presented and reviewed the proposed Sewer Service Charge System for the Wastewater Treatment Facilities and the proposed ordinance establishing charges for users of the City of Elk River Wastewater Facilities and ordinance regulating the use of public sewers for the City of Elk River. . The Council authorized McCombs-Knutson to submit the two proposed sewer ordinances \to EPA for their review and approval. Moved by Councilmember Syring and seconded by Councilmember Otto approving the payment request as presented and approved by McCombs-Knutson. 1. Metro Engineering, Inc. $27,085.92 2. Acton Construction C., Inc. $126,185.62 3. and approve the reimbursement request from EPA in the amount of $114,000.00. Motion unanimously carried by a vote of 5-0. The Council set October 24, 1977 at 7:30 pm for a Special Meeting as the Special Assessment Hearing on the 1977 Street Improvements. Dick Dorsey proprietor of Dick's Main Tap met with Council regarding the On-Sale Liquor License availability. The Council stated that he should return on the 17th of October Council Meeting at which time the Council should have some more information as to when the application and ordinance will be completed. The Council reviewed the 1978 budget report. A copy of which is attached. Moved by Councilmember Syring and seconded by Councilmember Konop disagnating $7,171.00 to public safety operating expense account and $10,000.00 to road maintanence from the 1978 Revenue Sharing Fund. Motion unanimously carried by a vote of 5-0. The Finance Committee will meet October 6, 1977 at 4:00 pm for the purpose of finalizing the 1978 budget.
