10-17-1977 CC MIN REGULAR SEtH-MONTHLY MEETING OF THE CITY COUNCIL OF ELK RIVER HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. OCTOBER 17, 1977 at 7:30 P.M. Members present: Mayor Lundber, Councilmembers Otto, Syring, Konop and Toth. The minutes of the October 3, 1977 meeting were reviewed as there were no additions or corrections the minutes were approved as printed. Moved by Councilmember Syring and seconded by Councilmember Toth authorizing the amendment to ordinance 8.04 establishing a municipal liquor dispensory to include in section 1. the following words" or ordinance No. 8.05 fl. Motion unanimously carried by a vote of 5-0. Moved by Councilmember otto and seconded by Councilmember Syring to adopt ordinance No. 8.05 licensing and regulating the sale and consumption of intoxicating liquor and providing a penalty for violation and authorizing the Clerk to publish the ordinance 8.05 in the Sherburne County Star News ordinance 8.05 to be effective upon publication. Motion unanimously carried by a vote of 5-0. Dave Larson met with the Council regarding a sewer problem on his rental property. Mr. Larson was asked to apply for a sewer hook-up permit and submit it to Ken Nelson for final approval. 8:20 P.M. Mayor Lundberg declared the public hearing on the parking ordinance open. Which was followed by open floor discussion. 8:47 P.M. Mayor Lundberg declared the public hearing closed. 8:50 P.M. Mayor Lundberg declared the public hearing on the City 1978 budget open. Bob Milne City Financial Advisory was in attendance and reviewed the possiblity of the City selling some advanced refunding bonds for the purpose of re-structer- ing our bond debts. 10:00 P.M. the public hearing on revenue sharing was declared closed. Moved by Councilmember Toth and seconded by Councilmembers otto allocating $7,170.00 to the 1978 public safety operation expenses and $10,000.00 to road maintance for a total of $17,170.00 revenue sharing fund. Motion unanimously carried by a vote of 5-0. . The balance of the city budget hearing will reconven at 7:00 pm on October 24, 1977. Moved by Councilmember Otto and seconded by Councilmember Syring adopting ordinance N~.17.06c regulating the use of parking on city roads and other places within the City of Elk River and imposing penalties for violation and authorizing the Clerk to publish the ordinance 17.06c in the Sherburne County Star News. Motion unanimously carried by a vote of 5-0. The Council discussed the possiblity of leasing the on-sale portion ofthe.- .. liquor store. The following comments were made. . 1, provide food service and obtain a restraunt license from the Dept. of Health. 2. bid proposal doesn't include a on-sale licenses. Moved by Councilmember Toth and seconded by Councilmember otto authorizing the Clerk to publish the bid proposal for the sale of the equipment and business of the former Elk River Municipal Liquor On-Sale Store for the purpose of a privately operated on-sale establishment in the Sherburne County Star News. The following members voted for otto, Syring, Konop and Toth, Mayor Lundberg voted against. Motion passed by a vote of 4-1. A cop,y of the bid proposal is attached. No further business the meeting adjourned at 10:56 P.M. . .
