SPECIAL MEETING OF THE
CITY COUNCIL OF ELK RIVER
HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG.
OCTOBER 24, 1977 at 7:00 P.M.
Members present: Mayor Lundberg Councilmembers otto, Syring, Konop and Toth.
Other persons present, Bob Milne, Lloyd Barthel, Dick Gongoll, Joe Zerwas,
Jerry Dube and James LaDuke.
Mayor Lundberg reviewed the letter from the School Board requesting the monies
from the swimming pool fund that the city is holding.
Moved by Councilmember Otto and seconded by Councilmember Syring authorizing
the Clerk to draw the check for the total amount of the swimming pool fund
payable to the School District but hold issuance of check until Don Strie
sets up the date of the presentation. Motion unanimously carried by a vote
of 5-0.
7:30 P.M Mayor Lundberg declared the public hearing on the assessment hearing
on the 1977 Street Improvement. Lyle Swanson City Engineer conducted th~7~ ~
hearing. Two property owners were in attendance for the hearing. Mrs. ~~.
Baldowsky and Mrs. Warren Osberg. They wanted to know if they were being
assessed for that portion which is on State right away. Mr. Swanson stated
that all the property owners along Quinn Ave. are sharing the cost.
Moved by Councilmember Konop and seconded by Councilmember Toth authorizing
Bob Milne to proceed with the refunding of the 1972 and 1974 Improvement
Bonds as presented. Motion unanimously carried by a vote of 5-0.
Moved by Councilmember Konop and seconded by Councilmember Otto to adopt and
accept the preliminary assessment rolls for the following streets.
6th Street between Quinn and Upland
Unnamed Street West of Elk Hills
2nd Street from Railroad Drive to Evans
Quinn-2th Street to Highway # 10
as calculated by the City Engineering firm and to certifY them to the
Sherburne County Auditors for collection through the annual taxes over a
five (5) year term. The interest on the unpaid balance to be ~% to start
occuring November 15, 1977 and payable with no interest within 30 days from
October 24, 1977. Motion unanimously carried by a vote of 5-0.
Moved by Councilmember Konop and seconded by Councilmember Otto approving
the 1978 revised budget as follows:
