Discuss recreation facilities and provide staff direction.
Background/Discussion
The Council has engaged in a community outreach endeavor to gather input regarding the status of a
number of recreation facilities and repair/replacement options.
At their June 13, 2018 regular meeting, the Parks and Recreation Commission discussed the City Council-
led listening sessions regarding recreation facility improvements and recommended,by motion, the
Council proceed with the Multi-Purpose Recreation Facility Project.
The Commission discussed all three options presented at the listening sessions and briefly considered
other options. The Commission preferred this option stating they felt it was best for the community with
its broader appeal of recreation facilities and programs. The field house provides a large variety of active
youth, adult, and senior opportunities beyond an ice arena. The also preferred this option because of the
softball field improvements that will be made to Lion John Weicht Park and improvements to Lions Park
Center to enhance the park.

City of Elk River Recreational Facility Options
#1 Two sheets of ice with improved locker rooms and front entry
This would involve demolishing the barn, replacing it with a new sheet of ice and putting new
ice making equipment into the barn. It would also involve improved locker room and front
lobby areas.
$17 million
#2 Two sheets of ice with a fieldhouse and additional recreation space
This would involve demolishing the barn, building two new sheets of ice and remodeling the
Olympic sheet into a fieldhouse. It would also provide meeting and recreation rooms along with
improved locker room space and an improved lobby.
$27 million
Analysis
The difference between the two plans is what is cost to accommodate a fieldhouse. Additional
costs to accommodate the fieldhouse are listed below:
$7 million — additional cost to build two new sheets of ice rather than one.
$2 million — cost to reconfigure Olympic sheet into a fieldhouse
$1 million — cost to build softball field at Lions Park (Another $1.5 million would be required to
make modifications to Lions Park Center and construct a 100 seat pavilion
$10 million -- Minimum cost to include the Fieldhouse in the project.
There would be no difference in the economic impact between the two plans in relation to ice.
Each plan has two sheets of ice. The only difference in the two plans is the economic impact of
the fieldhouse.
Under Plan #1 the Olympic sheet could be used for a fieldhouse from March 1 -September 1.
The newly constructed portion could be used as the year -around rink.
For a minimal cost turf could be added to the Olympic sheet during the six months it could be
used as a Fieldhouse.
