Request by City of Elk River to Amend Section 30-938.
Request
The City of Elk River is requesting an amendment to section 30-938: Architectural Standards

Analysis
This is a "housecleaning" amendment as this section is referred back to by other sections
and is outdated. The proposed language now deals only with building/roofing materials for
the C-l, C-2, C-3, 1-1 & 1-2 districts.
Staff has made the changes as directed at the April 12, 2005 workshop. The commercial
districts will be required to use at least two of the approved exterior building finishes on
each wall. The industrial districts will be required to use only one of the approved exterior
building fInishes.
Recommendation
Staff recommends that the Planning Commission recommend approval of the proposed
changes to Section 30-801.

Existing Language
Section 30-938 Architectural standards
(2) Exterior buildingfinish.
a. In R-3 and R-4 zones, 100 percent of the exterior building finish shall consist of
materials comparable in grade and quality to the materials on the list of exterior building
finishes in subsection (2)b of this section.
b. Approved exterior building finishes are as follows:
1. Face brick.
2. Natural stone.
3. Glass.
4. Wood.
5. Stucco.
6. Aluminum lap siding.
7. Masonite.
8. Vinyl.
9. Specially designed precast concrete units or concrete blocks, only if the surfaces
have been integrally treated with an applied decorative material or textured.
10. Other approved architectural metal siding.
(3) Roofing standards. In R-3 and R-4 districts, roofing shall consist of materials
comparable in grade and quality to a shingled or membrane roof.

of the exterior building finishes, per wall:
1. Face brick.
2. Natural stone.
3. Architectural Glass. (i.e. Curtain Wall)
4. Wood.
5. Stucco.
6. Siding (metal, fiber-cement or vinyl}
7. Integrally colored split face (rock face), burnished or glazed concrete masonry
units (excluding smooth/plain or painted)
8. Other approved architectural metal.
b. In the 1-1 & 1-2 districts, the exterior building finish shall consist of the following
exterior building finishes:
1. Face brick.
2. Natural stone.
3. Architectural Glass. (i.e. Curtain Wall)
4. Wood.
5. Stucco.
6. Integrally colored split face (rock face), burnished or glazed concrete masonry
units (excluding smooth/plain or painted).
7. Integrally colored and/ or exposed aggregate precast concrete panels.
8. Poured-in-place concrete walls.
9. Prefinished metal panels.
10. Other approved architectural metal.
(3) Roofing standards. Roofing shall consist of a shingled, prefinished metal panel and/or
membrane roof.
