REGULAR SEtH-MONTHLY MEETING OF THE
CITY COUNCIL OF ELK RIVER
HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG.
January 21, 1974 at 7:30 P.M.
The Regular Semi-Monthly meeting of the Elk River City Council was called to order by
Mayor Lundberg on January 21, 1974 at 7:30 PM. in the Council Chambers of the City
Office Bldg. Members present were as follows: Mayor Lunberg, Councilmen Cooper, Hudson,
Syring & Burke.
As there were no additions or corrections to the minutes of January 7, 1974 meeting they
were approved as printed.
Dave Hofstad and Bill Goenner of the Sherburne County Sheriffs Dept. met with the Council
regarding the availablity of getting Federal Funds to impliment a central records keeping
system of all the various police depts in the area. The Council agreed that the Sheriffs
Dept. should per sue this matter as it was felt that a central system of this type would
be a asset.
Moved by Councilman Syring and seconded by Councilman Cooper approving the Engineering
Contract agreement between the City of Elk River and McCombs-Knutson Associates Inc.
for Engineering services. Motion unanimously carried by a vote of 5-0. A copy of the
Contract is attached.
The patroling contract agreement with UPA was discussed: Chief of Police Olson recommended
that the monthly service charge be increased to $150.00 per month. Councilman Bob Syring
will contact UPA regarding this matter.
Moved by Councilman Cooper and seconded by Councilman Burke to accept and approve the Fin-
ance Committee recommendation to pay the dependents insurance coverage for Group Health
and Hospitalization Insurance to all employees to be~fective Jan. 1, 1974 an added
benefit to the employees. Motion unanimously carried by a vote of 5-0.
8:00 PM. Mayor Lundberg declared the receiving of bids for Group Health and Hospitalization
Insurance closed.
Only one bid was received which was from Minnesota Indemnity Inc.
Moved by Councilman Hudson and seconded by Councilman Cooper to accept and award the bid
from Mii and to increase the major medical from'20,OOO tcr250,OOO and renew our contract
to be effective Feb. 1, 1974 by a vote of 5-0.
Moved by Councilman Syring and seconded by Councilman Burke to approve the bills for payment
of the Liquor Store and General Government as listed. Motion unanimously carried by a vote
of 5-0. A copy of the two lists are attached.
Council reviewed the letter on the Oil spill prepared by Lyle Swanson.
Moved by Councilman Syring and seconded by Councilman Burke. authorizing the purchase of a
electric memo machine for the inventory tickets for the liquor store at the price of
$369.00. Motion unanimously carred by a vote of 5-0.
Council reviewed the letter received from the Elk River High School band director
requesting funds. The Clerk-Treasurer was instructed to draft a letter to Mr. Pearson
stating that the Council didn't have the authority to expend such funds from the music
fund other than if the request was for entertainment for the City only.

Chief of Police Bob Olson and Patrolman Joe Zerwas met with the Counicl regarding the
accumulation of over time hours with out compensatiQn. The Health and Safety committee.
will review this matter at their next scheduled meeting.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELK RIVER, MINNESOTA
Requesting the Legislature 'of the State of Minnesota to
authorize the City of Elk River to issue $260,000.00 in
General Obligation Bonds for construction, equipping and
furnishing of a Municipal Library.
WHEREAS, on December 18, 1973, the Village of Elk River,
Minnesota, did hold a special election on the question: "Shall
the Village of Elk River, Minnesota, be authorized to borrow money
by issuing its General Obligation Bonds in an amount not to exceed
$210,000.00 to finance the acquisition, construction, equipping
and furnishing of a Municipal Library in the Village," and
WHEREAS, the vote of the public on said question was canvassed
as 160 yes, 82 no and the question declared passed, and
WHEREAS, a technical defect, through no fault of the Village,
has arisen casting doubt on the validity of the proceedure used in
publishing notice of the election, and
WHEREAS, the total cost of the library project, exclusive of
land acquisition, is estimated at $260,000.00, and
WHEREAS, the Village has received pledges of eash gifts for
the library project in the future total amount of $90,000.00 pay-
able over the next eight years;
NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELK RIVER,
MINNESOTA THAT:

1. The City of Elk River requests the Legislature of the State
of Minnesota to authorize the City of Elk River to issue its
General Obligation Bonds up to the amount of $260,000.00 for the
construction, equipping, and furnishing of the Municipal Library
in the City, notwithstanding its debt limitations and without
further referendum in order that the technical question of the
validity of the previously held election may be put to rest and
in order to facilitate the financing of the additional $50,000.00
required for construction over and above the election authoriza-
tion.
