02-04-1974 CC MIN "'lllll REGULAR SEMI-MONTHLY MEETING OF THE CITY COUNCIL OF ELK RIVER HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. February 4, 1974 at 7:30 P.M. The Regular Semi-Monthly meeting of the Elk River City Council was called to order by Mayor Lundberg on February 4, 1974 at 7:30 PM. in the Council Chambers of the City Office Bldg. Members present were as follows: Mayor Lundberg, Councilmen Hudson, Syring & Burke. As there were no corrections or additions to the minutes of January 21, 1974 they were approved as printed. Members of the Street Dept. Ken Nelson, Darrell Mack and Leroy Pike met with the Council, protesting the decision of the Finance Committee'regarding the wage, and benefits to the employeesof the Street Dept. The employee's present felt that due to the fact that they either had adequate insurance coverage for their dependence or independent insurance coverage. They stated that the Council should compensate them by paying . the amount of the insurance premium rather than the coverage. The Mayor referred this matter to the Finance Committee for further study. Milo Peirson and family met with the Council regarding his request for approval of the Council for a On-off sale non-intoxicating liquor license for the Main Tap Club located at 614 Main St. for March 1, 1974. Moved by Councilmember Burke and seconded by Councilmember Syring that they grant and approve Milo Peirsons request for an on-off sale non-intoxicating liquor license for Main Tap Club located at 614 Main St. Motion unanimous~ carried by a vote of 4-0. The Council reviewed the final plat map for Ridgewood East. Moved by Councilmember Hudson and seconded by Councilmember Burke approving the final plot plans for Ridgewood East Development as recommended by the Planning Commission and the City Councils Conditions are attached. Motion unanimous~ carried by a vote of 4-0. Lyle Swanson met with the Council and reviewed the priliminary Engineering report for the construction df a well and iron removal plant and watermain, sanitary sewer extention for School View First Addition prepaid by McCombs-Knutson Assoicates'Inc. dated Feb. 4, 1974 The Council requested that the Engineer prepare some percentage figures as to who will benefit from the well. 1. The city 2. School View 3. Future area other than the City or School View Also some cost figures based on per lot. Moved by Councilmember Syring and seconded by Councilmember Burke call for a public hearing and instruct and authorize the Clerk-Treasurer to advertise for the hearing in the Sherburne county Star News to be held in the City Hall at 8:00 PM. March 4th, 1974 in the Council Chambers in the City of Elk River, Minnesota to consider a proposed local improvement for Sanitary Sewer and Watermain Extension for School View First Addition. Motion unanimou'sly carried by a vote of 4-0. The Council met with Mr. N eujahr and reviewed the Preliminary Plans on the proposed new off sale liquor store. No action was taken at this time as further study would be needed by the Improvement & Finance Committee first. Tom Hudson Chairman of the Improvement Committee reviewed their Committee meeting report for the Council.
