Approve,by motion, approval for funding and installation of a flashing crosswalk system and pedestrian
ramps across Twin Lakes Road at Industrial Circle (north intersection).
Background/Discussion
In April, Council reviewed information relating to in installation of crosswalks at uncontrolled
intersections. From that meeting there was direction to finalize a policy for considering rectangular rapid
flashing beacon (RRFB) and determining a funding source for their installation.
Staff further reviewed the Minnesota Manual on Uniform Traffic Control Devises (MMUTCD) and
found quantitative guidelines for the installation of a similar flashing beacon system at uncontrolled
pedestrian crossings in Section 4F.01. Applying the peak hour traffic volumes,pedestrian volumes, and
crossing width, to the requirements of Section 4F.01, the crossing of Twin Lakes Road at the north
intersection of Industrial Circle warrants the installation of a flashing crosswalk system. Due to their
effectiveness at gaining the attention of motorists, staff recommends installing the RRFB system at this
location over the conventional older style flash beacon system.
The attached plan shows the improvements that would be complete as part of the proposed project.
This plan provides a complete ADA accessible crosswalk at this location with user actuated solar flashing
signs, advance signage, curb replacement,pedestrian ramp installation, striping and restoration.
Financial Impact
The estimated to cost of the project is $20,000. As detailed in the attached letter, Spectrum School has
committed a$5,000 contribution toward the project. Being the project provides a warranted mobility
improvement on a State Aid Route, the remaining$15,000 costs are eligible and would be drawn from
our State Aid Account.

Thank you for your work in pulling together a possible plan for the installation of a crosswalk and lighted signage on
Twin Lakes Road. As you are aware from previous conversations over the past couple of years, Spectrum believes a
crosswalk and lighted signage at this location would go a long way toward increasing pedestrian safety.
Following review of your suggested plan, Spectrum is very interested in pursuing this option further with the City of Elk
River. We recognize that the City does not have this project currently budgeted for in this fiscal year. However, we
wanted to make you aware that if the City were able to make it happen prior to the start of the 18-19 school year at the end
of August, Spectrum would be willing to contribute $5,000 toward the cost of the project.
Again, thank you for your advanced work, and please let us know what the next steps should be in pursuing this
opportunity with the City of Elk River.
