REGULAR SEMI-MONTHLY MEETING OF THE
CITY COUNCIL OF ELK RIVER
HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG.
May 20, 1974 at 7:30 P.M.
The Regular Semi-Monthly meeting of the Elk River City Council was called to order by Mayor
Lundberg on May 20, 1974 at 7:30 PM. in the Council Chambers of the City Office Bldg.
Members present were as follows: Mayor Lundberg, Councilmembers Burke, Syring, and Cooper.
The minutes of the May 6, 1974 meeting were corrected as follows: delete the parenthsis in the
statement maded by Councilmember Burke. Also correct the spelling of Don Stries name also
change the motion saying Councilmember Lundberg to read Mayor Lundberg, the minutes were then,
approved as printed.
A Special Meeting with the public and Highway Dept. was set for 10:00 AM. May 29, 1974 in the
Council Chambers of the City Hall.
Councilmember Cooper requested that a file be kept on all Offical meetings, correspondance
and etc.
The Health & Safety Committee will review the need for stop signs on School Street.
Moved by Councilmember Syring and seconded by Councilmember Burke to recind the censu~..:74
resolution of April lS, 1974 and change it to read 4S1 additional population and not e!t'.
Motion unanimously carried by a vote of 3-0.
Bill Patenude of the Utilities met with the Council regarding the need for more street
lighting for School View 1st Addition. Also the Council stated that the building by the dam
should be repaired.
Father Hqp; was appointed as the City of Elk River representi ve to the Tri-Cap Board.
Herb Johnson met with the Council regarding the new Parking lot the Legion Club was
constructing, no actionwas taken at this time.
Moved by Councilmember Cooper and seconded by Councilmember Burke authorizing the purchase
of a black board with a. stand for the Council Chambers motion unanimously carried by a vote
of 3-0.
The Council discussed the leasing of the new radio'S from the Sheriffs Dept. as to purchase,
more information will be needed before taking any action on this matter.
The Council will hold a public hearing for the residents of School View 1st Addition and
the Industrial Park regarding the proposed street numbering and name changes in their
addressess. Also instruct the Clerk-Treasurer to advertise and notify the property owners
involved. Set for June 3, 1974 at S:OO PM. in the Council Chambers of the City Hall.
The Council reviewed the various Committee reports.
Moved by Councilmember Cooper and seconded by Councilmember Burke that all single expenditure
of City fund above $50.00 requires the approval of the Council before purchases c.an be made.
Exceptions to this regulation will be made providing for emergency expenditures necessary to
maintain continuous operations of all City functions. Justification of such expenditures
must be submitted in writing before the next regular scheduled council meeting and must
qualify as an "emergency" expenditures by that must he made within 24 hours in order to
provide coverage discribed herein. Motion unanimously carried by a vote of 3-0.
The Council also adopted the following Street and Sewer Dept. appointments and wage increase

The Council approved the purchases of 2 urns and stands for the park, cable and posts for the
park also the water line and drilling expense.
The Council also felt that the Street Dept. should continue to maintain the upkeep of th~
ball diamonds as they have done in the past.
Moved by Councilmember Cooper and seconded by Councilmember Syring to approve the payment
of the Liquor Store bills as listed. Motion unanimously carried by a vote of 3-0.
No further business the meeting adjourned at 11:10 PM.

CITY OF ELK RIVER, MINNESOTA
RESOLUTION INCREASING POPULATION BASE FOR PURPOSE OF MSA
SECTION 275.50 to 275.56 .
WHEREAS, pursuant to a rapid influx of population in the Elk
River area, the City of Elk River has; between the taking of the
1970 official census and April 6, 1974,
1 Issued 46 permits f~r the construction of single family
homes
e
2 Issued permits for the construction of apartment houses
containing a total of 80 units constructed
3 Issued a permit for the construction of an additional 60
bed unit to the nursing home; and
4 Increased the size of its Mobile Home Park by 17 lots.
WHEREAS, during the same period there have been destroyed or
removed from the City limits six (6) family living units; and
WHEREAS, the average population density per family living unit
for City of Elk River is 3.5 persons for single family dwellings
and 2.9 persons for multiple units or mobile homes as allowed by
the Minnesota State Office of Local and Urban Affairs; and
WHEREAS, Minnesota Statute 275.53 (3) allows a Municipality
to estimate its increased population on the 1970 census for purpos'e
of MSA 275.50 to' 275.56
NOW, THEREFORE, The City of Elk River
RESOLVES THAT,
1 The increase in population of the City for the period from
the '1970 census to April 6, 1974 is estimated to be 481
persons.
2 The
tax
population base for the City for purpose of making a
levy in 1974 and subsequent years is deemed to be 2733.
