Request
Salina Salon and Caribou Coffee request a conditional use permit to amend
• the PUD Sign Agreement for Elk Park Center to allow additional signs.

Overview
Salina's Salon and Caribou Coffee are requesting an amendment to the PUD
Sign Agreement for Elk Park Center. In 1999, a 6,372 SF multi-tennant retail
building was constructed in Elk Park Center adjacent to the newly constructed
• Office Max. The building was constructed as an end-cap with the front of the
building facing north. Salina's Salon is moving into the easterly 4800 SF

corner of the building with walls facing east and north. Caribou Coffee is
• proposing to locate in the remaining lease space at he western corner with
walls facing west and north. Both tenants would like to have signs on the east
face of the building facing Freeport Street and Highway 169.
PUD Sign Agreement
The PUD Sign Agreement allows only one sign centered over the entrance
doors of the tenant space or leased area for multi-tenant buildings. The
Salina's Salon and Caribou Coffee have entrances that face north and their
corresponding signs would not be very visible from Freeport Street or Highway
169. Locating the Salina's sign on the east wall of their leased space would
allow the Salon more visibility from Freeport Street and Highway 169.
This is not the case with Caribou Coffee. Locating their sign on the east corner
of the building would put the Caribou Coffee sign on the Salina's leased
frontage. By itself, this location is a good location for a second Caribou sign
with much better visibility. However, if this were allowed, other tenant in Elk
Park Center would then be able to put signs on building walls facing Highway
169, for instance near Hollywood Video and Hirshfields Paint. Enforcement of
the sign ordinance would be difficult and there would be little control over
location of signs in the PUD.
• Staff recommends amending the PUD Sign Agreement to allow a second sign
for corner tenants as long as the second sign is on their leased space and has
similar restrictions in size and location. If this were the case, Caribou could
place a second sign facing Jackson Street.
Recommendation
Staff recommends that the Planning Commission recommend approval of
conditional use permit CU 00-27, amending the Elk Park Center PUD Sign
Agreement as follows:
2. Capitol letters shall be no larger than 32" high, lower case letters
shall be no larger than 24" high. Signs shall be centered over the
entrance doors to the tenant space, or the leased area, but in no case
shall they extend closer than 3' —4' from the projected lease line. For
corner tenants, a second sign of the same size, extending no closer than
3' — 4' from the leased line or the corner, is allowed on the second
building frontage wall.
