Box 490 • Elk River, MN 55330 • TDD & Phone: (612) 441-7420 • Fax: (612)441-7425 Memo to the Planning Commission/CU 00-30 August 22,2000 Page 2 automobiles and trucks in conjunction with his fleet maintenance business. • At this time, automobile repair shops are prohibited use in the Barrington Place Planned Unit Development, and in other PUD's in the City. The applicant would like to amend the PUD Agreement to permit auto repair shops as a conditional use. This amendment requires approval of a conditional use permit. Land Use The underlying land use of the Barrington Place Planned Unit Development is Highway Business. Elsewhere in the City in Highway Business areas, auto repair shops are a conditional use. Staff believes the conditional use process provides adequate measures to limit or control the negative aspects of the land use, such as the storage of inoperable cars and excessive noise. Within the Barrington Place Planned Unit Development there are presently two motor vehicle specialty service stations, Goodyear Tire and Indy Lube. As indicated previously, the applicant's property used to be a Circle C convenience store / gas station / carwash. Recommendation Staff recommends that the Planning Commission recommend approval of the 411 conditional use permit to amend the Barrington Place PUD Agreement that would permit auto repair shops as a conditional use. • \\elkriver\sys\shrdoc\planning\stevewe n\pcmmo\cu00-30.doc #7) IU._ 9£ ¢f. . w : 4( v S. 4A111 Aftelliv .. -I! akir.....iiiNiii -W-'Alia' Ell 121, :r,,,,,lowalisil wilitHERT.ii as pi . r ... ... giip a. wall. r. lit NriliA14 id= ,Er • 411111PAIL I kill.MIMI . 1 11.471001W01111 a -4.1.''
