The property is 25,740 square feet (.59 acres) in size. The property is currently vacant. To the east is Dr. Johnson's former clinic, to the west is an office building and to the south are residential duplexes. On the north side the lot has 156 feet of frontage on Main Street. For comparison, the office to the west is located on a lot that is slightly smaller (.48 acres). There is no minimum lot size in the C2 district. Access Since the lot is vacant, there is no existing access. Carson Street will be extended south of Main Street when Dr. Johnson's and the Hohlen property are developed. Permanent access to this lot will be from Carson Street. The exact location of the access to this lot will be determined when it is developed. Staff will be working with the County on restricting access from Main Street. Grading, Drainage and Utilities No grading is proposed at this time. Drainage and utility easements are provided along all property lines. There is an existing storm sewer that runs diagonally across the southwest corner and along the rear property line. Some additional right-of-way was required along Main Street to allow for a future sidewalk. Park and Recreation III The Park and Recreation Commission recommended cash to meet the park dedication requirements. Recommendation Staff recommends the Planning Commission recommend approval of the preliminary plat for Meadow Park 2nd with the following conditions: 1. Access will be limited and temporary from Main Street with permanent access to this lot from Carson Street. 2. Park and recreation fee in the amount required at the time of final plat shall be paid prior to releasing the plat for recording. 3. Surface water management fee in the amount required at the time of final plat shall be paid prior to releasing the plat for recording. 4. All comments of the City Engineer be addressed. Box 490 Elk River, MN 55330-0490 RE: MEADOW PARK SECOND ADDITION Dear Mr. Harlicker: As requested, we have reviewed the preliminary plat of Meadow Park Second Addition. As you are aware, this is the plat of Outlot A of Meadow Park Addition. This piece of • property is a vacant lot adjacent to Dr. Johnson's facility on Main Street near TH 169. Based on our review, we would offer the following comments: 1. The plat should provide additional right-of-way along Main Street. This right-of- way should be a minimum of 12 feet in width at the east property line and can taper down to the existing right-of-way width at the west property line. The additional right-of-way is necessary for future expansion of Main Street and the addition of sidewalk behind the curb. 2. Ultimately, the development of all the property south of Main Street will require the extension of Carson Street through Dr. Johnson's property into Earl Hohlen's property. When Carson Street is extended to the south, it is recommended that the driveway from Meadow Park Second Addition access onto Carson Street. If Meadow Park Second Addition is developed prior to the extension of Carson Street to the south, it will need a driveway onto Main Street. Any temporary driveway on Main Street should line up with the Burger Time driveway immediately north of Main Street. Ultimately, when Carson Street is developed, there should be access control across the Main Street frontage. 3. As far as we could determine, this property has never been assessed for trunk or lateral sanitary sewer and watermain benefit. The property should pay a trunk sewer and water assessment at a rate equivalent with the East Elk River project. That rate in 1998 was $6,000 an acre. The rate for lateral sanitary sewer water is $50 per front foot. It should be noted that the City Street Department has a plan to construct storm sewer in a cul-de-sac to the southwest of this development and extend small diameter sewer to tie into the trunk storm sewer that crosses the southwest corner of this property. There is an existing drainage and utility easement in place on Meadow Park Second Addition that allows this construction to take place. Any development of Meadow Park Second Addition should be coordinated with this future City storm sewer project so as not to disrupt any new development on Meadow Park Second Addition.
