The driveway provides access to their site from 171st Avenue and is currently 36 feet wide. There is a second access to the site from Ulysses Street. In 1996 LeFebvre Company was granted a conditional use permit for a 16,000 square foot trucking facility. As part of the site plan for that conditional use permit, two 36 foot wide driveways, one from Ulysses Street and one from 171st Avenue were approved. In 1998 LeFebvre Company replatted • their property and amended the conditional use permit to expand the tractor and 13065 Orono Parkway • P.O. The amended site plan did not include widening the 411 driveways. The applicant has indicated that the need for a 60 foot wide driveway is driven by their use of 110 foot tractor/trailer rigs. At the time of the 1996 approval and the 1998 amendment, they did not use these larger rigs. A 36 foot wide driveway is not wide enough for the larger tractor/trailers to make a right or left turn from 171st into the site. The site plan includes an extended concrete apron outside of the driveway curb on 171st Avenue. With this extended concrete apron on both sides of the driveway, the driveway width at the curb line is 130 feet. The proposed driveway width at the property line is 60 feet. The plans provided show that trucks making a right turn into the site will have to start that turn from the center east-bound lane. The applicant has indicated that they need the 60 foot wide drive so that tractors/trailers would not have to cross the center line in order turn into the site. Since 171st is a major east/west arterial street, staff does not feel it is appropriate and is not comfortable recommending approval of a driveway that is designed to have tractor/trailers crossing the center line in order to make a right turn into the site. It appears that even a 60 foot wide driveway is not wide enough to provide suitable access for tractor/trailers that are 110 feet long. The applicant has indicated that expanding the driveway from III Ulysses is not an option. It may be that this site is not capable of handling tractor/trailers that are 110 feet long. The City Engineer will be in attendance at Tuesday's meeting to answer any questions. Recommendation Staff recommends the Planning Commission deny LeFebvre Company's request to amend their conditional use permit to allow a 60 foot wide driveway from 171st Avenue based on the following findings: 1.
