Request
Elk River Area Schools District#728 is requesting approval of an interim use
permit to allow eight trailers for temporary classrooms until June 2003, while
construction is occurring at Elk River High School and VandenBerge Junior High.

Overview
The Elk River area,voters to approve the bond referendum during the 2000
election. Included On the bond referendum are monies for the renovation of Elk
River High School and VandenBerge Junior High. Improvements that will be
complete include health/safety (ventilation), addition of an auditorium, and
technology improvements to the classrooms.

III Analysis
In order to complete the reconstruction at VandenBerge and the high school,
approximately 1/3 of the classrooms will need to be closed to the students.
Temporary trailers of 24 ft. x 70 ft. will be located on what is now the faculty
parking area to the north of the high school. These trailers will serve as
temporary classrooms for approximately two years while construction is occurring
within the school.
The trailers will be required to meet fire code separation requirements which
means that the trailers will need to be spaced a minimum of 20 feet apart. They
will also need to meet ADA accessibility, heating and electrical requirements.
Recommendation
Staff recommends that the Planning Commission recommend approval of the
interim use permit request to allow temporary classrooms until June of 2003 with
the following condition:
1. The trailers shall meet the requirements of the Chief Building Official.

Overview
Walter Krause, of Kruiser Trucking Inc. is requesting a conditional use
permit to park his semi-tractor and two trailers on his residential property in
the Ria zoning district. The property is located in a low-density residential
district on property 5 acres in size. Mr. Krause is the owner and operator of a
• semi-tractor with a flatbed trailer and a refrigerated trailer that he would

like to continue parking on his property for his business. Occasionally the
trailers are brought home loaded. Mr. Krause has also indicated that
occasionally some of his friends stop by with their semi tractors and trailers
on their way home from work, but never overnight. The guests also park in
Mr. Krause's driveway.
Existing Conditions
The residential property is kept neat and orderly with the semi tractor and
trailers being parked between the house and pole building. The driveway is
adequately surfaced with gravel to support the heavy vehicles and is well
maintained. The semi-tractor and trailers are parked about 200 feet from the
home to the north and is screened by an existing pole building and a triple
row of conifers. The applicant's property lies at an elevation roughly 20'
lower than the property to the north.
Complaints
This item has been brought forward after a complaint from a neighbor,
however staff is unaware of any other previous complaints filed against the
applicant.
• Analysis
The property appears large enough with an adequate distance and, or
screening from adjacent properties to accommodate this land use in the
residential zoning district. The issues related to trucking that tend to become
nuisances are usually related to noise and fumes from idling, hours of
operation, unsightliness of the use, repair and maintenance of equipment on
site, and wear and tear on streets.
Issues specific to this request that the Commission should include: idling of
the truck for the refrigeration trailer when it is loaded, frequency of fully
loaded trailers on the property and whether it is appropriate, repair and
maintenance of the tractor and trailers on the property, and whether or not
friend's tractors and trailers should be allowed to park on the property.
Recommendation
Staff recommends that the Planning Commission recommend approval of the
request with the following conditions:
1. THAT REPAIR AND MAINTENANCE OF THE SEMI-TRACTOR AND
III TRAILER BE CONDUCTED OFF SITE.

To Whom it May Concern:
My name is Walter Krause and I reside at 19425 Ogden St NW,Elk River. I am an
owner/operator of a semi truck that I park on my property. The truck is a 2000 Mack
Vision and I also have a flatbed trailer and a refrigerated trailer that I use for my business.
These are also stored on my property as I never know from day to day which one of the
trailers I may need to use.
I also have a couple of friends that like to stop over and visit occasionally-before going
home- and they may come with their trucks and trailers. The time they are here is never
over night-usually it is just a matter of an hour or two.
