REGULAR SEMI-MONTHLY MEETING OF THE
CITY COUNCIL OF ELK RIVER
HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG.
September 16, 1974 at 7:30 P.M.
Members present: Mayor lundberg, Councilmembers Syring, Burke, and Hudson.
The minutes of the Septmeber 3rd meeting were reviewed and the following
corrections were made: The date should read September 3, 1974, not September
16, 1974. The motion pertaining to the Liquor Store Off-Sale employees
should have read: Moved by Councilmember Hudson and seconded by Councilmember
Burke that they have no objection to the rehire of Jim Thielke in the
Municipal Liquore Store Off-Sale Department and that all employees of the
Off-Sale Liquor Store are to check all identification accurately and that
any employee that sells liquor toa minor without checking an I.D. will be
terminated and any employeeseZl..ling liquor to a minor.. ~o.?J?!'~-csEll"!:-s a false
I.D. shall be subject to reprimand according to his ~Q.paOJ:l:J:ty~ln failing
to. detect the false I.D. and that there will be no exception to this ruling

Also the spelling was corrected as follows: Milenger, Gary should be Millanger,
Berry. No further additions or corrections. The minutes were approved
as printed.
Moved by Councilmember Hudson and seconded by Councilmember Syring
approvingNat Osvold request to bury a underground taiak and drain field
sewer system on his property located in the City. The system is to be used for
his office. Motion unanimously carried by a vote of 4-0.
City Council approved paying Land Mobile $20. for the installation of a Deskon
II for the Fire Dept.
Mark Reischl met with the Council regarding the alarm system for Municipal
Liquor Store. This project was refeiTed to the Health and Safety Committee
for further study.
Moved by Mayor Lundberg and seconded by ,Councilmember Burke approving the
payment to Elview Construction Inc.in the amount of $19,255.50 for
construction work done so far. Motion unanimously carried by a vote
of 4-0.
Moved by Councilmember Burke and seconded by Councilmember Hudson to have the
U.S. Army Corp of Engineers make a study of the erosion problems on the
Mississippi River banks in Elk River. Motion carried unanimously by a vote
of 4-0.
8:00 P.M. Mayor Lundberg declared the Public Assessment Hearing on the
Downtown Parking Lot opened. Several retailers were in attendance protesting
that the assessments were too high. The Council suggested that the retailers
involved in these assessments get together and try to find a solution to the
various problems as they are the ones who presented to the Council origina'ly
to have the Downtown parking lot and the means of assessing. The hearing
was continued and will reconven October 7, 1974 at 8:00 P.M. in the Council
Chambers of the City Hall. Also the clerk was instructed to publish a
notice of the continuation 'of this hearing.
9:30 P.M. Mayor Lundberg declared the Public Assessment Hearing on the 74
Street Improvements opened.

Two citizens met with the Council in protesting to the higher cost of the
construction and one citizen stated that they didn't receive a notice of ~
the hearing. "-

/ Moved by Councilmember Burke and seconded by Councilmember Syring touadopt .
and accept the assessment Rolls for the 1974 Street Improvements as calculated
by the City Engineering Firm of McComb-Knutson Associated, Inc. and to certify
them to the Sherburne County Auditor for collection through the annual taxes
over a ten year term. The interest on the unpaid balance to be 8% to start
accuring October 16, 1974 and payable with no interest within 30 days from
September 17, 1974. Motion unanimously carried by a vote of 4..JJ.

No further discussion the 74 St. Improvement Assessment Hearing adjourned at
9:36.
9:37 P.M. Mayor Lundberg declared the Public Assessment Hearing on the
Sewer. and Watermains for School View First Addition opened.
Several citizens of that addition were in attendance but were primarily
wanting to know when the Streets are going to be paved as promised. Lyle
Swanson was instructed to contact Marvin George and find out what the hold-up
'.s on this project., There were no objections to these assessments as presented.

Moved by Councilmember Syring and seconded by Councilmember Burke accepting
the Sanitary Sewer System Infiltration Inflow Analysis Reports dated August
1974 prepared and presented by City Engineering firm McCombs...Knutson Associates,
Inc. Motion unanimously carried by a vote of 4..JJ.
Moved by Councilmember S;yri-ng and seconded by Councilmember Hudson insrueting
Ken Nelson to clean up the old Ford tractor loader and authorize the Clerk-
Treasurer to advertise the sale of said tractor. Motion unanimously carried
by a vote of 4..JJ.
Moved by Councilmember Burke and seconded by Councilmember Syring authorizing
Ken Nelson to take down the concrete structure at the ball park oecause of tlie
danger of its collapsing. Motion unanimously carried by a vote of 4..JJ.
George Zabee representing school met with the Council requesting a watermain
and sewer line extention on School Street to accolJU1l)date their proposed
Office Building Site.
Moved by Councilmember Syring and seconded by Councilmember Hudson author-
izing the City Engineering firm of McCombs-Knutson Association, Inc. to
prepare plans and specifications for a watermain and sewer extension along
School Street within 700 feet of Gates and to call for a public hearing
and bid opening for October 21, 1974 but to have the plans and

specifications ready for the October 7, 1974 meeting, also publish notice
of said improvement calling for bids in the Sherburne County Star News October
4, 1974. Motion unanimously carried by a vote of 4-0.
Moved by Councilmember Hudson and seconded by Councilmember S"ing approving
the paying of the Liquor Store bill for payment as listed.
Motion unanimously carried by a vote of 4-0.
