The facility will be a one-story building with a full basement. The entire building will be treated with an Exterior Insulating Finish System (EIFS) with a standing seam metal roof. The majority of the basement will be devoted to storage along with mechanical and electrical spaces and the vault. The first floor will house office space,tellers, conference room, file room, lounge and restrooms. The facility will have three drive-thru teller lanes with the possibility of adding three more in the future. There are also provisions on the site plan for future expansion. Building setbacks are not defined in the Elk River Crossing PUD but the building does meet the C3 zoning setbacks. Design Standards The proposed building materials for the facades will be EIFS with accents of rock-face concrete blocks at the base of the columns.The roofing material will be a prefinished metal standing seam system. The entrance is clearly defined and the there will be EIFS banding on the facades to break up the surface. The proposed design meets the design standards for Elk River Crossing. There are two walls signs being proposed which do not exceed the maximum size allowed. • The trash enclosure will be located within the building. Landscaping The submitted landscape plan meets the city's requirements, although the location of a monument sign has not been indicated. Parking and Circulation Based on the square footage of the building and the City's requirement of one parking stall for every 200 sq. ft., a total of 21 parking stalls would be required. The proposed layout exceeds this requirement with a total of 27 total stalls. A minimum 10'setback from the property line is also maintained. Two(2)handicap-parking stalls are required for the building. The submitted site plan shows one(1)stall,which does not meet the requirements. For parking lots with 26-50 stalls,there is a minimum requirement of two accessible stalls. There is also a concern as to why the proposed stall is located so far from the entrance. The proposed layout provides two accesses to the site off of Zane Street. One access is at the shared drive with the Conoco and Wash'N Fill to the north and the second is off of a shared drive on the south side of the property. Staff has a concern about the amount of traffic that might be generated from the drive-thru teller windows and how it may be • circulated towards the exit on the north side of the property. The proposed drive lanes servicing the teller windows meet the required vehicle stacking area but the fifth vehicle would be encroaching into the drive lane at the rear of the building. Sewer and Water The City Engineer's memo addresses sewer and water. Drainage and Utilities The City Engineer's memo addresses site drainage and utilities. Recommendation Staff recommends that the Planning Commission recommend approval of the Conditional Use Permit to allow the construction of a banking facility(Sterling Community Bank)with the following conditions: 1. ALL COMMENTS OF THE CITY ENGINEER ARE ADDRESSED. 2. THE INTERNAL CIRCULATION SHALL BE ADDREESED SO IT III DOES NOT PROMOTE MOST OF THE INTERNAL TRAFFIC TO USE THE NORTHERN EXIT. 3. Box 490 Elk River, MN 55330-0490 RE: STERLING STATE BANK SITE PLAN REVIEW Dear Mr. Harlicker: As requested, we have reviewed the submittal package for the Sterling State Bank proposed in Elk River Crossing development just south of the Wash 'N Fill site adjacent to TH 169. The submittal package was prepared by John Oliver and Associates and consisted of a site plan, preliminary grading plan, preliminary utility plan, landscape plan, and detail sheets. A revised utility plan was also • submitted. Based on our review and comments received at the staff review meeting, we would offer the following comments: A. SITE PLAN • At the south side of the site, there is an access road that serves as the exit from the drive- thru portion of the bank and will also serve the next lot to the south. We would recommend that a connection at the west end of this drive be made back to the bank parking lot. This will allow a secondary exit method for vehicles using the inside bank facilities. • We question why the handicap parking stalls are located so far away from the front door. Perhaps it would be better to have them located more centrally in front of the bank building. • The sidewalk in front of the bank building should run further to the west to connect with the curb line of the parking lot. Currently, the sidewalk stops about 10 feet short of the curb line. • The two parking stalls in the northwest corner are very undesirable. If vehicles are parked in both sites, there is not enough room for the vehicle adjacent to TH 169 to back out of the parking stall. • The existing driveway locations should be shown on the east side of Zane Street to determine how the proposed driveway lines up with the existing driveway. • The plat of the area should also be shown on the submittal package to ensure that there are no lot lines that need to be moved and easements vacated or new easements granted. • Ltr 2-19-02 Harlicker 1326 Energy Park Drive • St. Paul, MN 55108 • 651/644-4389 fax 651/644-9446 toll free 888/368-4389 • Mr. Scott Harlicker February 19, 2002 Page Two B. PRELIMINARY GRADING PLAN • The proposed access to the northerly existing road servicing the Wash 'N Fill is relatively steep at 3% grade flowing into the parking lot. Even though a concrete valley gutter is proposed across this driveway, it is unclear how stormwater from the Wash 'N Fill site will be kept out of the bank parking lot. It appears that stormwater flowing from the Wash 'N Fill along this access road to Zane Street may flow into the Sterling Bank parking lot. • On the east side of the proposed parking lot, the center top of curb elevation is shown as 897.67. It appears that this elevation is too low if drainage is intended to flow from here to a catch basin with a top of 897.63. • On the drive-thru portion of the proposed bank building, a proposed storm sewer line is shown through the area for the future expansion of the drive-thru. We would suggest that - the storm sewer line be moved to the south, out of the way of the future expansion, so that it does not have to be moved or impacted in the future if the drive-thru is, in fact, expanded. • The access road at the extreme south portion of the site needs to have catch basins installed near the intersection with Zane Street to eliminate storm water exiting the site, draining directly onto Zane Street. IPThe elevations at this entrance road of 898.84 are wrong. C. UTILITY PLAN • The initial utility plan showed sewer and water services coming from the northern side of the building. The revised utility plan shows the sewer and water services coming from the lot to the south. We would recommend that the revised plan not be implemented because the sewer and water services to the south are intended for the next lot. With the revised plat of this area, there are actually more lots platted than there are sewer and water services available, which means that at some point Zane Street will have to be open-cut to provide additional services. If sewer and water services are used faster than intended, there will be more open-cuts of Zane Street. Therefore, we would recommend that the sewer and water services be obtained from the north side of the building as originally planned. • The 8-inch water line brought into the building for fire sprinkling needs to have a domestic service tapped off of it prior to entering the building. • The sanitary sewer line which comes from the existing manhole in the access road at the south end of the Wash 'N Fill site is 150 feet long (it is mislabeled on the plan as 105 feet). Because it is over 100 feet long, there needs to be a cleanout on the line at some point. • The existing two hydrants, one centrally located in front of the building along Zane Street and one located to the north of the building adjacent to the access road, have been reviewed with Fire Chief Bruce West and he is comfortable with these two existing II hydrants providing fire protection. As stated before, staff has concerns about the amount of traffic that might be generated from the drive-thru teller windows and how it may be circulated towards the exit on the north side of the property. Staff suggested rotating the building 90 degrees to allow for less confusing traffic patterns(Staff Option A). The applicant agreed to turn the building 90 degrees but prefers having a straight line exit south out of the east parking lot (Applicant's Option). Staff proposed offsetting the exit more to the west to allow a greater distance from the intersection to Zane Street (Staff Option B).
