TUESDAY, MARCH 12, 2002
Members Present: Chair Pederson,Commissioners Anderson,Baker(arrived at 6:40 p.m.),
Franz,Jenson,Mesich and Ropp. Commissioner Mesich left at 7:15 pm.

1. Call Meeting To Order
Pursuant to due call and notice thereof,the meeting of the Elk River Planning Commission
was called to order at 6:30 p.m. by Chair Pederson.
2. Consider School in Business Park District
Kim Hanning,representing Canterbury School,a private school that is looking for space to
occupy on a temporary basis within the City of Elk River. Ms. Hanning described the
school,the proposed curriculum,the principles on which the school would be organized,
and the number of initial students (40). The school is interested in locating in the Joplin
• Street Business Park facilities. The Commission discussed hours of operation, safety,
especially exercise and health requirements.
It was suggested that perhaps an interim use permit could be considered for this use,as the
district does allow vocational and trade schools.
The Commission directed Ms.Hanning to pursue an application for an interim use permit.
3. Consider Subdivision for the Becker Property
Doc,representing Tollefson Development,appeared before the Commission to review a
mixed residential subdivision of 320 units on 113 acres. Approximately 67 acres are
buildable due to a number of wetlands on the site. The Commission in general indicated
opposition to additional townhomes,however,Doc indicated that the land use guides the
property for medium density residential. His proposal is for 4.7 units per acre is well within
the 8 units per acre allowed by the underlying land use.
Commissioner Anderson stated that he felt there was too much density on the site and that
it was not good stewardship of the land. Commissioner Franz asked if the site could
support the 320 units,considering that the grading calculations have been done on a very
preliminary basis.
Having no other specific oppositions to the proposal,the discussion concluded.

III4. Consider Gymnastics Training Facility in the Elk River Business Park
The Planning Commission reviewed a request by Rick Martens of Brookstone,Inc.to allow
leasing of space to a gymnastics training facility. Commissioner Baker stated he could see
the connection between the previously-discussed Canterbury School and this use.
Commissioner Anderson stated that he felt the gymnastics training facility was more-closely
related to a retail use such as a karate studio. Commissioner Jenson stated that he felt this
was a permanent use versus the clearly requested temporary nature of the Canterbury
School.
It was the consensus of the Commission that this use was not appropriate in the Business
Park District.
5. Massage Therapy
Delay to the March 26, 2002 meeting.
6. Select Planning Commission Representatives to the Comprehensive Plan Update Task Force
Commissioner Franz was elected to serve as the primary representative to the Task Force.
Commissioner Anderson was elected the alternate.

Overview
• The Commission is being asked to consider a concept plan for the development of the
Becker property. The property is located north of Trott Brook Farms on the east side of
Twin Lakes Road and is 113 acres. The developer, Tollefson Development, Inc., is
proposing to develop the property as a mix residential use PUD.The development will be a
mix of back-to-back town and rambler townhouse units and single family.The single family
lots range in size from 70 or 75 feet wide to 80 feet wide. Mr, Bohlman of Tollefson
Development will be at Tuesday's meeting to present the plan and to review the proposed
development plan.
