Issues to consider include the compatibility of a grade 1-12 school in a district that allows manufacturing as a principle use, and property tax implications. Recommendation The Commission is asked to provide direction to Ms.Hanning regarding the appropriateness of an ordinance amendment to allow private schools in the Business Park District. • MM:dem S:planning/P1anComm/privateschool.doc • The Canterbury School 307 Jackson Ave #2A, Elk River, MN 55330 Phone: 763 438 6463 Frequently asked Questions The Canterbury School, a 1-12 private, nonprofit school for college-bound students, will open fall of 2002 with grades 1-8. The eighth graders for the academic year 2002/2003 will be Canterbury's first graduating class. What makes The Canterbury School unique? The Core Knowledge Curriculum The Canterbury School curriculum is based on E.D. Hirsch Jr's Core Knowledge concept that for the sake of academic excellence, greater fairness and higher literacy, elementary and middle schools need a solid, specific, shared core curriculum in order to help children establish strong foundations of knowledge, grade by grade. It calls for schools to return to a traditional, thorough • academic foundation and emphasizes the student's personal responsibility for his/her education. Motivated students discover a love of learning and new challenges. Core Knowledge, known as the common ground for uncommon success, was developed by University of Virginia professor E.D. Hirsch, Jr. Dr. Hirsch is the author of"Cultural Literacy," "The Schools We Need,"and the series"What Your(First-Eighth)Grader Needs to Know."He is also President and Chair of the Core Knowledge Foundation—whose regional office is located in St Paul. The Core Knowledge Foundation provides classroom resources, staff training and support for schools teaching the core knowledge curriculum. (See their website at www.coreknowledge.org for further information on this exceptional curriculum.)Their materials are excellent, colorful, well written and embody a broad range of subjects. The Core Knowledge curriculum is also compatible with The Canterbury School's philosophy of establishing an environment that promotes character development. The rewards of virtues will be taught throughout our curriculum. The Core Knowledge curriculum is one of the most comprehensive, cohesive curriculums available to students today. Over 30 public, charter and private schools implement the Core Knowledge curriculum in Minnesota-the Canterbury School being the only Core Knowledge school in the Elk River Area. • • "C" Terms The Canterbury School has two "C"terms during the school year. For the 2002/2003 academic year, a theater arts course will be offered during the month of January. Students in all grades will learn about theater production including acting, set building, directing and costuming. The school will put on its play at the end of the term for parents and friends. A German immersion course is scheduled at the end of the school year, when students will learn about German culture, history and cooking while enhancing their ability to speak and understand the German language. Character Development Emphasis Built into our curriculum is an emphasis on the value of developing strong character traits. Patience, self-discipline, courtesy and personal responsibility will characterize our environment and be brought to life for students through literature, role playing and modeling by our faculty. International Baccalaureate Program for High School Students In the words of the IB Organization: The IB program is a rigorous pre-university course of study, leading to examinations, that meets the needs of the highly motivated secondary school student. Beyond intellectual rigor and high academic standards, strong emphasis is placed on the ideals of IIIinternational understanding and responsible citizenship, to the end that IB students may become critical and compassionate thinkers, lifelong learners and informed participants in local and world affairs, conscious of the shared humanity that binds all people together while respecting the variety of cultures and attitudes that makes for the richness of life. Will The Canterbury School teach religion? Canterbury School will not provide spiritual instruction. However,we value and support the faith and background of our students. We will acknowledge religious holidays and students will be free to express the concepts and ideas of their faith. Part of character development comes with understanding and respecting the beliefs and opinions of others. Are you accredited? A private school must be at least two years old before it can be accredited by an outside accreditation agency. The Canterbury School is working toward this end with ISACS, an accrediting agency approved by the Minnesota Department of Children,Families and Learning. Barring outside accreditation, a private school must give its students a standardized assessment test annually(we will be using the Iowa Test of Basic Skills)and report the results to the superintendent of the local school district. • Another note: the state of Minnesota requires all schools—public and private-to teach certain subjects; specifically, English, math, science, history, geography and health. • Why is a private school education worth my investment? 1. A private school is able to make choices regarding instruction and standards. 2. Private schools are not value-neutral. We have the freedom to focus on those character traits that teach children to value achievement and excellence. 3. Children receive individual attention through smaller classroom sizes. 4. Instructional methods can be adapted to varying learning styles within the classroom setting. Yearly tuition for the Canterbury School is $4900 per child, with the third child receiving a 25% tuition discount. Tuition is to be paid in three installments: August 1,November 1, and March 1. A $100 application fee is nonrefundable. Where did you get your name? The Canterbury School is named for Geoffrey Chaucer's"The Canterbury Tales"written in the late 1300's. It is the story of a pilgrimage of a group of ordinary people-a miller and his daughter, a plowman, a clergyman, a knight etc.-and the stories they share with each other along the way. The Canterbury School is also a pilgrimage-of students, parents, and teachers sharing in the educational experience. I do not believe that this use is compatible within the Business Park District. If the underlying land use were Highway Business,we could support this use, as health athletic clubs are a permitted use when the underlying land use is Highway Business. Box 490 13065 Orono Parkway Elk River, MN 55330 Dear Michelle; While our leasing has been noticeably slower at the Elk River Business Park, we are excited about having entered into a letter of intent with Twistmaster Gymnastics for approximately 5,000 square feet. We have entered into this letter of intent conditional upon getting your support to move forward. We feel that this is an excellent use for the business park space. It is certainly common to see this type of use. The space will encompass about 500 square feet of office, two • bathrooms, and the balance will be training space. They indicate that their average parking use will be twelve parking stalls and this fits in just fine with our parking availability on this project. I am attaching for your information: 1) Background information on the group indicating how they will operate and why they feel this is a good site for them. 2) A layout of the bays in the Elk River Business Center showing the bay that they will lease and a little bit of narrative on how the space will be broken down. We would very much appreciate your positive response so that we can move forward with leasing this bay.
