Overview
Background
The applicant is requesting a conditional use permit to amend the Elk Park Center PUD
Agreement to allow a second"Cub"sign over the entrance to their recent addition.In July,
2001 the Council approved a conditional use permit to allow a 20,000 square foot expansion.
That conditional use permit included a limited amount of new signage identifying the new

pharmacy entrance and pharmacy drive-thru.The"Cub"sign over the new entrance was not
included as part of that application nor was it included as part of the original PUD Sign
Agreement.
On March 5th the applicant was issued a sign permit for the pharmacy sign over the new
entrance (71 square feet) and the pharmacy drive-thru sign (119 square feet).
The proposed "Cub" sign is 5 feet high by 11'9" long (58.75 square feet). It will consist of
individual letters mounted on a raceway.For comparison the existing"Cub"sign over the
main entrance is 10 feet high and approximately 230 square feet.
Analysis
Staff has reviewed the request and feels that the additional"Cub" sign would be excessive.
The existing 230 square foot"Cub"sign over the main entrance is sufficient to identify the
store as Cub Foods. The existing pharmacy sign is sufficient to identify the pharmacy and
the pharmacy entrance. There is no change in the building materials that would lead a
customer to believe that the pharmacy in not part of the cub store.None of the other large
retail stores in town with multiple entrances (Home Depot and Coborns) have two store
identification signs, one over each entrance.
Recommendation
III Staff recommends that the Planning Commission recommend denial of the conditional use
permit to allow the "Cub" sign over the new pharmacy entrance based on the following
findings:
1. The existing signage is sufficient to identify the store as Cub Foods.
2. The existing signage is sufficient to identify the pharmacy and the pharmacy
entrance.

2. Capitol letters shall be no larger than 32" high, lower case
letters shall be no larger than 24" high. Signs shall be centered
over the entrance doors to the tenant space, or the leased area,
but in no case shall they extend closer than 3'-4' from the projected
lease line.
3. These signs shall be internally illuminated, individual letters
placed on a 4" square electrical raceway, painted to match the
brick facia.
4. No signage shall be permitted on the sides or rear of the
building, other than that required for delivery identification or traffic
control.
5. Attachment D illustrates a typical wall sign.
h. Major Tenant Signage
1. For the Target Store, this includes a 7'-0" diameter "bulls
eye" and 6'-0" high individual, internally illuminated letters. A
274 "Pharmacy" sign with 2'-0" (approximately) internally illuminated
letters shall be placed adjacent to the entrance.
Signage for the other anchor tenant, Cub Foods, shall be
ompatible with both Cub's requirements and City approval. All
signage shall be internally illuminated, individual letters; proposed
signage includes the following:
"Cub" approximately 10'-0" high
"Foods" approximately 6'-0" high
"24 Hour Savings" approximately 3'-0" high
"Pharmacy" approximately 2'-0" high
Other Signs
1. All other signage that may occur within Elk Park Center PUD
and not specifically mentioned herein shall comply with Section
900.22 of the Elk River City Code.
2. Requests for signage that is not specifically mentioned
herein and is not consistent with the conditions, character and
u‘' • intent of Elk Park Center PUD may be denied by the City.
