Members Present: Chair Pederson, Commissioners Anderson,Baker(arrived at 6:35 p.m.),
Jenson, Mesich and Ropp

1. Call Meeting To Order
Pursuant to due call and notice thereof,the meeting of the Elk River Planning Commission
was called to order at 6:30 p.m. by Chair Pederson.
2. Election of Officers
Director of Planning Michele McPherson opened the nominations for Chair of the Planning
Commission.
Commissioner Mesich nominated Mark Pederson to serve as Chair for another year. The
motion was seconded by Commissioner Anderson. Having no other nominations,
IIInominations were closed.
UPON A VOICE VOTE, ALL VOTING AYE, COMMISSIONER PEDERSON
WAS ELECTED CHAIR.
Commissioner Pederson called for nominations for the position of Vice-Chair.
Commissioner Mesich nominated Commissioner Ropp to serve as Vice-Chair.The motion
was seconded by Commissioner Jenson. Having no other nominations,nominations were
closed.
UPON A VOICE VOTE,ALL VOTING AYE, COMMISSIONER ROPP WAS
ELECTED VICE-CHAIR FOR THE NEXT YEAR.
2. Review Becker Proposal
Paul Quarberg of Tollefson Development was present to review the latest changes to the
subdivision proposal for the Becker property. A 3.8 acre area has been identified for a
potential park. Mr.Quarberg indicated that Town and Country Homes,S.W.Wold,and
Monarch Homes would construct the various dwelling types within the subdivision. The
Commission discussed sidewalk connection between this parcel and Trott Brook Farms,
wetland impacts, and design guidelines.
Commissioner Baker stated that he would like to somehow control townhomes and did not
feel that additional townhomes were needed in the City.

Mesich asked about the requirements for transition zones. The ordinance
• Commissioner regarding transition zones was reviewed by staff. A variety of the Commission members
expressed concern regarding the lack of buffer space between dwellings and wetlands,and
questioned how filling and encroachment into wetland areas would be prevented. The
consensus of the Commission was that the technical evaluation panel should review the
wetland impacts first, as it appeared a number of units would be removed and the total
number reduced from the 300 currently proposed.
The Commission discussed rezoning from Single Family to PUD,or to the new Townhome
District and strongly indicated that the R3 District would be the required zoning district of
choice.
3. Discuss Apartment Proposal-Jackson Avenue
Frank Dunbar of Dunbar Development Corporation was present to review with the
Commission the proposed 120-unit apartment complex. The apartment complex would be
in two buildings, 60 units each and located between 6th and 8th Streets, west of Jackson
Avenue.
The Commission discussed affordability,the value of the rents,and the history of Dunbar
Development Corporation. They expressed concern with access to the Boys and Girls Club
driveway and also access onto Jackson Avenue in logical locations. The Commission in
general felt that this would be a good project for the City. They felt that newer apartments
with updated amenities would be welcome addition to the community. The Commission
agreed that a mobile workshop to the Maple Grove project being constructed by the same
• development company would be appropriate for the May workshop.
4. Case No. OA 02-01 - Ordinance Amendment Regarding Massage Therapy
Director of Planning McPherson reviewed the revised ordinance language. The Commission
had no concerns regarding the revised language.
COMMISSIONER MESICH MOVED TO RECOMMEND APPROVAL OF AN
ORDINANCE AMENDMENT REGARDING MASSAGE THERAPY,CASE NO.
OA 02-01 WITH THE LANGUAGE RECOMMENDED BY STAFF.
COMMISSIONER BAKER SECONDED THE MOTION. THE MOTION
CARRIED 6-0.
