Location 19425 Evans Street,Lot 1,Block 2,Hillside Crossing (East of Evans St.and North of 193`d Ave; Coborn's Store) Zoning/Land Use PUD (Planned Unit Development) / HB (Highway Business) Attachments • Location Map • Canopy Elevation with Sign Location • Sign Requirements, Hillside Crossing PUD Overview Background On October 15,2001 Coborn's Incorporated was granted a Conditional Use Permit to add a • canopy covered drive-up pharmacy window on the northwest corner of the existing Coborn's store. At that time,no signage was indicated for the west façade of the canopy. Memo to Planning Commission/CU 02-13 April 23,2002 Page 2 • The applicant is requesting this sign to help identify the business as well as to prevent undesired traffic into the drive-thru. Since the opening of the drive-thru, it has been mistaken as a photo and/or video drop off area. This is as a result of the current signage on the west façade of the building that says "1 Hour Photo" and "Video." They are proposing a 2'-4 l/" x 20' (47.5 square feet) aluminum frame wall sign to be installed on the west façade of the canopy below the metal scupper. Analysis Staff agrees that a sign on the canopy is needed to identify the business from Highway 169 as well as to minimize the confusion of what the drive-thru is for,thus reducing unnecessary traffic near the store entrance. However,the sign does not meet the sign design standards of the Hillside Crossing PUD. The agreement states, "Wall signage for each freestanding building must consist of individual letters." The proposed sign is a single back lit cabinet sign. The amount of total signage on the building if the sign is approved will not exceed the amount allowed by the PUD agreement. Recommendation Staff recommends that the Planning Commission recommend approval of the Conditional Use Permit for additional signage on the west façade of the pharmacy drive thru canopy with IIIthe following condition: 1. Monument Sign For Freestanding Sites 1. Each of the freestanding buildings within Hillside Crossing will be allowed to have a freestanding sign. The freestanding sign must be of a monument style with a maximum height of Ten (10) feet and a maximum area of One Hundred (100) square feet, as shown on Attachment C. - e. Wall Signs (Freestanding Sites) 1. The gross surface area of a wall sign for freestanding buildings shall not exceed Ten (10) percent of the area of the building wall, including doors and windows, to which the sign is to be affixed. • f. Wall Signs (Multi Tenant Building) 1. Fascia signs for individual retail tenants shall be for store identity only. 2 . Capital letters shall be no larger than 32" high, lower case letters shall be no larger than 24" high. Signs shall be located on the west and south sides of the grocery store in a symmetrical manner, but in no case shall they extend closer than 3' - 4' from the projected lease line. 3 . These signs may be internally illuminated, individual letters placed on a 4" square electrical raceway, painted to match the brick facia. 4. No signage shall be permitted on the sides or rear of the building, other than that required for delivery identification or traffic control, except the on-premise tenant business sign identifying "Q-Cumbers" restaurant on the southwest corner of the grocery store building. g. Mai or Tenant Signage 1. Signage for the grocery tenant, Fresh Value Foods, shall be compatible with City approvals. Proposed signage includes the following: "Fresh Value" approximately 10' - 0" high • "Discount Food & Drug" approximately 3' - 0" high "video" approximately 3' - 0" high "Pharmacy" approximately 3' - 0" high "Bank" approximately 3' - 0" high "Q-Cumbers" approximately 6' - 0" high
