After reviewing comments from the PowerPoint presentation and reviewing other city's
design standards, staff has composed a rough draft outline of the proposed downtown
- design standards. Please review the various items and bring your comments to the
III workshop meeting.

DOWNTOWN GUIDELINES
One of the reasons often stated for people's affection for Downtown Elk River is that they
like its"character."The doorways and windows that allow the pedestrian to look into the buildings,
the warmth of the building material,and the small town architecture all combine to create a friendly
and inviting atmosphere. Maintaining and enhancing this character is an important aspect of both
renovations and new construction. As Downtown Elk River changes,future renovations as well as
any new construction should reinforce the general character and quality of the downtown,while
clearly being an expression of the architecture of it own time. The design of new construction
should take into consideration the location of the proposed building as well as incorporate traditional
design elements.
Acceptable Building Materials (for street side)
• Brick
•

Acceptable Accent materials:
• Stucco, EIFS and other cementitious coating as an accent not to exceed 5% of Unit
Area
• Wood as an accent material in the Storefront area
• Cut stones such as Granite/Marble/Limestone...
• Concrete Masonry Units,in Kickplate only,shall have a dimensional characteristic that
•• of brick
Non-acceptable materials:
• Concrete masonry units will not be allowed on main façade of building
• Wood sheathing such as Plywood, T-111 or similar product shall not be allowed
• Architectural metal,Fiberglass or Aluminum panels
• No metal construction
• Styrofoam
• Vinyl
• Siding
• Wood shakes as a new material
• Painting exterior brick surfaces that have never been painted.

The Building
• Zero lot line
• Building setback to abut sidewalk
• Building height not to exceed(Houlton building by more than five feet)or three stories,which
ever is greater
• Building height shall not be less than 24'-0"from Main Street sidewalk or two stories,which
ever is greater
• • Building elevations to parallel street
• • To express individuality, a building Unit Width shall be between 20-25 feet in width to
reinforce pedestrian scale
• A Stringcourse shall be provided separating the Storefront and the Upper Façade
Storefront
• Shall be predominantly glass, 75%is typical
• Recessed entrances are encouraged
• Maintain a regular pattern or rhythm with other facades along the street
• Storefront treatments shall not extend across multiple Units in attempts to unify them into a
single unit
• Masonry columns,piers and/or pilasters shall match the material used on the Upper Facade
to help define the storefront patterns or rhythm
• Entrance features shall not extend above the bottom of the Stringcourse line
Kickplates
• Material shall be compatible with main building material
• Concrete Masonry Units shall have a dimensional characteristic that of brick
• Color shall be fairly neutral and blend with major building materials
• Shall be 16-18 inches in height
Display Area
• Sills shall be elevated above the sidewalk 16-18 inches
• Large expanses of glass, 75% is typical
• • Clear glass only
• Wood and/or metal framing is allowed and shall be painted a color to coordinate with the
building's overall color scheme
• Internal mullions in display windows are not recommended
Transoms
• Keep transom design simple
• Glass block and Stained Glass transoms are allowed
• Stained glass transoms are allowed
• Incorporation of signage into the transom area is a desirable treatment
• Transoms can be illuminated from the inside
• Opaque transoms shall not be allowed
• If a glazed transom area is not desired,it shall be the same as the major building material
Entrances
• Entrance shall reflect the character and scale of space it accesses
• Materials shall be of the same general material as the storefront display windows
• Recess the entrance from the sidewalk,but keep the door parallel to the street and sidewalk
• Entrance door shall be of simple design and have large open window
• Solid doors will not be allowed
• Residential type doors, including "cross buck" patterned doors and screens will not be
allowed

• Upper Facade
• An articulated parapet shall be required for each building Unit Width
• The same Parapet/Cornice detail shall not exceed 20'-25'in length i.e. The Unit Width
• The same Parapet/Cornice height shall not exceed 20'-25'in length i.e. The Unit Width
• The Parapet Panel, if greater in height than four feet, shall have at least 25% of the area
devoted to some design treatments that are to be unique to each Unit but shall be similar to
adjacent Units. Single "Medallion Inserts" shall not be allowed
• A date and/or name stone(if desired)shall be in Parapet Panel or as an integral part of the
Parapet/Cornice design
• Roofline shall be hidden by parapet
• Parapet design shall be integrated as an overall part of the storefront design and not of
different material than the main facade of a unit
Windows
• A minimum of three windows shall be provided in the Upper Façade
• The sum of A,B,C,D,E... (area between all windows)shall not be greater than 45%of the
total Unit Width.
• Window widths in Upper Facade shall not be greater than 32-inches
• No more than two windows can be ganged together in the Upper Facade
• All windowsills shall be at the same height in a given Unit and shall be articulated with an
acceptable material
• Wood and/or metal framing is allowed. Sash and window surrounds shall be painted a color
to coordinate with the building's overall color scheme.
III • Shutters on upper windows are not recommended.
• Reflective or tinted/dark glass are not recommended
Signs
• Signs should complement, rather than compete with,the character of the building and
downtown.
• Signs should be designed to fit within the proportions and scale of the individual building
• Wall-mounted or projecting signs shall be no higher than bottom of the second floor
windows
• Window and transom signs are encouraged
• Only one wall-mounted sign shall be allowed above Stringcourse
• Aside from a date and/or name stone no signage shall be placed within the Parapet Panel
area
Not allowed:
• Back-lit signs
• Molded plastic canister signs
• Signs with strobes lights, flashing elements or distracting actions
• Signs that call attention to themselves at the expense of neighboring businesses because
of color, scale, lighting, material, or other obtrusive features
Awnings
• Awnings shall be of a canvas material in either a solid or striped pattern
• Awnings may be either fixed or operable
• • All awnings shall be designed to fit the opening that is intended to cover
• Awnings, if desired, shall be placed at a minimum over all Storefront windows of a unit
• • Awnings shall employ color schemes that will compliment the building it is placed upon as
well as adjoining buildings
• With the exception of dome awnings,awnings shall project out perpendicular from building
• Awnings shall extend a distance of four to six feet from face of building
• Awnings shall not extend the entire width of a Unit
• The same style and color of awning shall not extend beyond one Unit Width
• Awnings shall be compatible with the design of the building and the streetscape
• Bottom of Fringe shall not be lower than 8'-0" nor higher than 9'-6" from the sidewalk
• Storefront awing shall not extend above the bottom of the Stringcourse line
• No signage shall be placed on the Field or the Ends of the awing
• Only white or black lettering, not to exceed 4 inches in height, shall be allowed on the
awning fringe
• Awnings for Upper Façade windows shall be individual to each opening

The Planning Commission is an advisory body to the City Council. One of the Commission's functions is to hold public hearings and
make recommendations to the City Council. The City Council makes all final decisions on these matters. Elk River City Ordinances
require that certain documents and information be included in applications. The Planning Commission may postpone consideration
of an application that is incomplete and may,for other reasons,postpone final action on an application. For each item the
Commission will receive reports prepared by the City staff,open the hearing to the public,and discuss and act upon the application.
