REGULAR SEMI-MONTHLY MEETING OF THE
CITY COUNCIL OF ELK RIVER
HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG.
O October 20, 1975 at 7:30 PM.
The Regular Semi-Monthly Meeting of the Elk River 'City Council was called to order by Mayor
'" Lundberg on October 20, 1975 at 7:30 PM. in the Council Chambers of the City Office Bldg.
Members present were as follows: Mayor Lundberg, Councilmembers Syring & otto.
The minutes of the October 6, 1975 meeting were reviewed the spelling of Jerry McChesney was
corrected and the representatives of the Fair Board should read Fran Toth and Larry Toth.
Moved by Councilmember Otto and seconded by Councilmember Syring to adopt an ordinance
extending the corporate limits of the City of Elk River to include certain unincorporated
unplotted land not exceeding 200 acres in the area the perimeter of which is more than 60 per
cent bordered by the City ,of Elk River. Motion unanimously carried by a vote of 3-0. A
copy of the ordinance no. 1$03A is attached.
A representative of Tri-Cap met with the Council regarding Senior Citizens Transportation
Porgram. They are requesting the Cities support in this program which would be $1.00 per
person over the age of 65 in our comrmmity, Elk River bing 320 or $320.00.
Moved by Councilmember Syring and seconded by Councilmember Otto approving the expenditure of
$320.00 out of Revenue Sharing toward the Senior Citizens Transportation Program. Motion
unanimously carried by a vote of 3-0.
Moved by Councilmember Syring and seconded by Councilmember Otto approving the 1976 tax leve
at $64,207.00 and Clerk instructed to certify the levy to the Sherburne County Auditor.
OMotion unanimously carried by a vote of 3-0. A copy of the resolution is attached.
\Moved by Councilmember Syring and seconded by Councilmember otto declaring that there will be
no levy set for the year 1976 for the Library Building Bond. Motion unanimously carried by
a vote of 3-0.
The Council reviewed the report submitted by Barr Engineering Co. regarding a preliminary
study on the repair and modification of the Elk River Dam. Approximate cost $12,800.00.
It was suggested that these matters be brought up at the next scheduled Utility Commission
Meeting.
Moved by Councilmember Otto and seconded by Oouncilmember Syring accepting the contract witp
Authorized Consultants, Inc. for computerized accounting systems for the cities General
Government and Liquor Stores at a cost of $175.00 per month for the Liquor Stores and $175.00
per month for the General Government to comence January 1, 1976, and continuing for twelve
months, and authorize the Mayor & Clerk to execute the signing. Motion unanimously carried
by a vote of 3-0. A copy of the contracts are attached.
Moved by Councilmember Syring and seconded by Councilmember otto approving the Maintenance
Agreement between the City and Sherburne County for snow maintenance of Main Street in the
amount of $1,500.00 for the year 1976. Motion unanimously carried by a vote of 3-0. A
copy of the resolution is attached.
Moved by Councilmember Syring and seconded by Councilmember Otto that the City retain Bob
Milne as our Financial Advisor for the selling of bonds for the cities 1975 street improve-
ments. Motion unanimously carried by a vote of 3-0.
O. Moved by Councilmember Syring and seconded by Councilmember otto authorizing the Clerk to
attend the HUD Work Shop in Brainerd October 24, 1975 and approve the expenses incurred.
Motion unanimously carried by a vote of 3-0. .
The following residents were in attendance for the informal me~ting on storm sewers for the
area west of Tipton, Brenteson, Schambers and Conners. City Engineer Lyle Swanson presented
and reviewed his preliminary engineering report dated 9/30/75 total estimated cost $3,000.00
It was concluded that Lyle contact Concrete Products first before the property owners
submit their petition so that we will know what their intentions are and what can be done/~)
in regards to the flow of concrete pieces in the present storm sewer.
Lyle Swanson suggested that the City Council invite those residents located on 4th Street
between Norfolk and Morton to an informal hearing to discuss the storm sewer problem in
their area for the 1st meeting in November. The Clerk was instructed to contact those
residents in that area.
Moved by Councilmember otto and seconded by Councilmember Syring adopting Ordinance No. 6.05A
an ordinance relating to the control and prevention of Dutch Elm and Oak Wilt diseases within
the City of Elk River. This ordinance repeals and supercedes ordinance 6.05 A adopted
August 6, 1973. Motion',unanimously carried by a vote of 3-0. A copy of the ordinace is
attached.
Clerk was instructed to draft a letter to City Attorney John MacGibbon requesting the return
of the revised City Ordinance for Councils review.
No further business the meeting adjourned at 9:45 PM.
