Request by the City of Elk River for Preliminary Plat Approval

The City of Elk River requests preliminary plat approval for the plat of Crossroads Second
Addition.

Overview
The City of Elk River,in conjunction with the Minnesota Department of Transportation,
has undertaken a public improvement project to realign Zane Avenue and connect it to the
plat of Mississippi Ridge. In addition,the median crossover and the entrance to old Yale
Street is being removed. In order to accomplish this, the City has worked with Saxon
Chevrolet and NAPA Automotive to acquire right-of-way swap land and vacate Yale Street.
The plat of Crossroads Second Addition is intended to clean up the parcel descriptions.
Analysis
Zane Avenue is being realigned from the plat of Mississippi Ridge North to the Americlnn.
As a result of the median crossover closure,the only access to NAPA Automotive, Saxon
IIIChevrolet, and Americlnn will be from 173"Avenue or from 171` Avenue.

• The plat of Crossroads Second Addition will provide clean titles and legal descriptions to
Saxon Chevrolet and NAPA Automotive. It eliminates the lot lines from Crossroads First
Addition and incorporates vacated Yale Street into the Saxon Chevrolet parcel.
The new lots meet the dimensional requirements of the C3 Highway Business District. No
changes other than to the Saxon Chevrolet parking lot are being proposed.
Recommendation
Staff recommends that the Planning Commission recommend approval of the preliminary
plat of Crossroads Second Addition.
