IIILocation 20895 Hoover Street NW Lot-2 Block-1 Pheasant Run Attachments • Location Map • Site Plan • Floor Plan Zoning/Land Use R1a, Single Family Residential/ LR,Low Density Residential Analysis Located on the 2 1/2 acre site is the home that will contain the salon. The site has little or no trees and is basically flat. The home salon will be run out of a converted den and laundry room on the main floor. The area will be separated into two general areas. The first area will contain the hair washing area while the second area will be devoted to the hair and nail • salon. Planning Commission January 28,2003 Page 2 • The number of clients expected to be using the salon at any one time will be one patron. The applicant has a client base of around ten people and is not looking to expand the business. The hours of operation,by appointment only,will be Monday through Saturday 8:00 a.m.to 8:00 p.m. Access to the salon will be off of Hoover Street at the existing driveway. There is adequate parking space in the existing driveway for both patrons and family members. An issue that has been brought up with past Conditional Use Permits for Home Occupation (Beauty Salons) is if the use of chemicals posed any contamination concerns to ground water and septic systems. The City Engineer's memo has addressed these concerns. Recommendation Staff recommends that the Planning Commission approve the request for a conditional use permit for a Home Occupation (Beauty Salon)with the following conditions: 1. THE SALON SHALL COMPLY WITH THE BUILDING CODE REQUIREMENTS. 2. THE APPLICANT SHALL MEET ALL STATE LICENSING • REQUIREMENTS. 3. This item will also be considered by the Comprehensive Plan Update Task force. Attachments Location map Tax parcel map Zoning map Background Existing Conditions The area is bounded by Main Street,Highway 169,5th Street and County Road 13. Current land uses include six apartment buildings (116 units), 23 single family homes, the Ron's Foods building,a city park and the city owned Emporium (the old liquor store). The area consist of three zoning districts:R4(Multiple Family Residential),C3(Highway Commercial) and Rlc (Single Family Residential). • • History In April 2002 the City received an application to rezone the Ron's Foods property from R4 (Multiple Family Residential)to C3 (Highway Commercial).Along with that application the City reviewed an application for a conditional use permit to allow an indoor go-cart track.In May 2002 the Planning Commission reviewed these two applications and recommended approval of both. In June 2002 the City Council considered the applications and denied them. In October 2002 the rezoning application was brought back before the Planning Commission and the Commission recommended approval of the zone change to C3.The City Council considered the request in November 2002 and voted to table the application. The Council then asked staff, the Planning Commission and the Comprehensive Plan Update Task Force to begin an analysis of the area around Ron's Foods in order to determine the appropriate future land uses and zoning.The Council,in order to protect the integrity of the planning process,approved a moratorium on land use applications in this area. The moratorium will last approximately six months. Action Please come prepared to discuss your views on the future land uses and zoning in this area. Staff will also be presenting different development concepts for your review and comments.
