REGULAR SEHI-MONTHLY MEETING OF THE
CITY COUNCIL OF ELK RIVER
HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG.
April 19, 1976 at 7:30 PM.
Mayor Lundberg and Councilmembers Konop, Otto and Syring.
The minutes of April 5. 1976 meeting were reviewed the date should read April 5 and not
April 19, 1976 no other corrections or addition were noted therefore the minutes stand appro~
ed as corrected.
Leonard Kokott, Bob Straw and Mrs'. Lawrence Elliott met with the Council regarding the Bi-
centennial flag. The Bicentennial Committee would like their flag flown only during day
light hours on the flag pole in the downtown park and the VFvJ would like to fly th:eir flag all
the time with a light on for night viewing out at Lake Orono Park. The City employees have
purchased their bicentennial flag and will fly it on pole at the City Hall also with a light
for night viewing.
Gene Schuldt, Chairman of the Park Board met with the Council requesting of the Council if
they had any objections to the Park Board hirering two CETA employees under the Title 1 for
this summer out at the parks. The Council stated they had no objections as long as these
people are supervised.
Mayor Lundberg declared May 18th and 19th 1976 as "Hypertension Detection Days"
Moved by Councilmember otto and seconded by Councilmember Syring approving Northwestern Bells
o;r~6~est to place buried cable across Protor Avenue.
, oved by Councilmember Syring and seconded by Councilmember Konop accepting and approving the
fire contract with that district of Big Lake Township as follows: Sections 1,12,&13
T33N, R27W; that part of sections 24 & 25 which are East of the Elk River and NQrth of the
railroad, all of section 25 south of the railroad all of section 36, T33N, R27W and all
section L, T33N, R27W. (approx. 6 square miles in total) map attached. Motion unanimously
carried by a vote of 4-0.

The Council reviewed the finance committees report. It was noted by Councilmember Konop that
out of every dollar in sales that is taken over the bar in the on sale 46~ goes toward
salaries and benefits. The finance committee will meet again to try and conclude some positi'
answers as what can or shall be done in regards to the continue too or drop out of the on sal,
operation. It was also noted that the manager has on his OvID taken measures at his own
expense to try and find a answer to the problem therefore, its duty of the committee to make
every effort available to try and arrive at some conclusive answers.
Moved by Councilmember Syring and seconded by Councilmember Otto awarding and accepting the
lowest quote submitted by Country Chrysler in the amount of $3,685.00 to include the trade-iJ
of the 1974 gold squad car as recommended by the finance committee. Motion unanimously
carried by a vote of 4-0.
No further business the meeting ajourned at 9:00 PM.
