Attachments • April 11,2000 Memo Regarding Combination of Single Family Zoning Districts • Analysis Matrix of Single Family Zoning Districts • April 11,2000 Planning Commission Workshop Meeting Notes • Excerpt from Zoning Map Illustrating Rte Properties Analysis In April 2000 as part of the discussion of the recodification process,the Planning Commission discussed the various single family zoning districts and whether or not one or two of them could be combined. As a result of that discussion,during the recodification process,the Rle district standards were removed from the Zoning Code. As a result,a map amendment rezoning those areas zoned R1e Single Family needs to be approved provide consistency between the zoning map and code. As the Commission may recall,the Rle district standards were changed to reduce the minimum lot size from 20,000 square feet to 11,000 square feet. As a result,this created another single family zoning district similar to the R1b and the R1c districts. Recommendation Staff recommends that the Planning Commission recommend approval of the zoning map amendment to 1111 rezone properties currently zoned R1e Single Family to Rlc Single Family. Item # ,ik -~-� River MEMORANDUM 13065 Orono Parkway Elk River,MN 55330 TO: Planning Commission FROM: Michele McPherson, Director of Planning DATE: April 11, 2000 SUBJECT: Discuss Combining Single Family Zoning Districts RIB— RIE As part of the re-codification process, staff is critically reviewing the zoning code and has observed there may be opportunities to combine, and therefore reduce the number of zoning districts that must be administered by staff, the Planning Commission and the City Council. Staff has elected to begin with the single family zoning districts, specifically, districts R1b through R1e. Attached please find a table comparing the requirements of the single family zoning districts. • As can be noted on the attached chart, the district requirements are very similar in terms of lot area, lot width, and setback requirements. It may be appropriate to combine districts R1 c through R1 d and continue to utilize R1 b. The R1 b district is primarily adjacent to the Elk River between Highway 10 and the railroad tracks. This district, I believe, was specifically designed to address individual septic systems on individual lots. In addition to the closeness of the requirements for the various single family zoning districts, the trend in recent years has been to approve planned unit developments to allow mixed single family and attached housing types in the same development. These individual districts may become less and less necessary as developers proceed with planned unit developments, as opposed to individual neighborhoods. At a future meeting, staff will discuss with the Commission, zoning districts for duplexes, townhomes and apartments. Again, there is an opportunity for combination of districts and specifically, the clarification of our standards for each of those districts. Zoning Standards The Commission reviewed the draft outline for the reorganization of the zoning district standards. No changes were proposed by the Commission. The Commission did, however, discuss building standards and expressed an interest in reviewing other cities' requirements including Minnetonka, Stillwater and Maple Grove. This item will be added to a future workshop agenda for further discussion by the Commission. The Commission also requested that they review street light standards and also wanted to work on standards for townhouse development. 3. Evaluate Consolidation of Single Family Zoning Districts The Commission discussed the various single family zoning districts and the merits of combining several into one district. The Commission agreed in concept that districts Al, R1a and R1b would be maintained. They also expressed an interest in maintaining Rid, which would perhaps help preserve areas with significant stands of trees or water bodies requiring protection. It appeared that Ric and R 1 e districts would be combined into one. 4. Other Business The Commission agreed to review the League of Minnesota Cities training video at their June workshop prior to visiting other cities cluster developments. 5.
