Request
• The Planning Commission is asked to consider a Conditional Use Permit request by the City
of Elk River Wastewater Treatment Facility to construct a 25 'x 50'pole shed on the bio
solids land application site.

• Overview
The City owns 120 acres north of 165th Avenue at the Jarvis Street alignment. This is owned
by the Wastewater Treatment Enterprise Fund and is used for the land application of bio
solids (sludge) generated from the treatment process at the Wastewater Treatment Facility.
In previous years, bio solids stored at the Wastewater Treatment Plant have been stored over
winter and then trucked via tank and tractor to the site for land application. Due to the
speed of the City's equipment,transporting the bio solids to the site has become a larger
liability and safety concern. In the 2002,the decision was made to contract with a private
hauler for transport of the bio solids from the treatment plant at 249 Railroad Drive to the
land application site.
Analysis
In order to eliminate the need to relocate the application equipment on a daily basis during
the land application season,the Wastewater Treatment Plant manager would like to
construct a 25'x 50'cold storage building on the land application site. The building would
be located in the southeast corner of the site near the intersection of Jarvis Street and 165th
Avenue NW. The building would be constructed as a metal pole shed. The structure is
relatively simple;two sliding or overhead doors on either end to allow the equipment to be
driven through the building and a man door for staff purposes. The structure will have a
Class V floor.
• The Heritage Preservation Commission reviewed the request at their April meeting and, as
the request includes excavation,have requested that any archeological items found on the
site would be reported to the City immediately.
The structure should comply with all building and fire codes where applicable.
Recommendation
Staff recommends that the Planning Commission recommend approval of the request to
construct a storage building at the bio solids land application site to the City Council with
the following conditions:
1. THE BUILDING SHALL COMPLY WITH ALL BUILDING AND FIRE
CODES WHERE APPLICABLE.
2. ANY ITEM OR CONDITION FOUND THAT INDICATES THE SITE IS
LIKELY TO YIELD INFORMATION IMPORTANT TO PRE-HISTORY OR
HISTORY SHALL BE REPORTED TO THE CITY IMMEDIATELY.
FURTHER, THE CITY RESERVES THE RIGHT TO STOP THE WORK
AUTHORIZED ON ITS APPROVAL UNTIL THE SITE IS
APPROPRIATELY INVESTIGATED AND WORK IS AUTHORIZED TO
CONTINUE BY THE CITY.
