06-07-1976 CC MIN REGULAR SEMI-MONTHLY MEETING OF THE CITY COUNCIL OF ELK RIVER HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. o Members present Mayor Lundberg, June 7, 1976 at 7:30 PM. Councilmembers Konop, Hudson and Syring. The minutes of the May 17, 1976 meeting were reviewed; one correction was noted: The motion regarding the Police Reserve carring hand-guns should read 3-0 and not 3-1. As there were no additions or corrections the minutes were approved as corrected. Representative of Ron's Star Market met with the Council requesting approval to use city parking lot spaces June 17, 1976 for launching and landing of an aerial balloon. Council had no objections. Due to the fact that the 5th of July is a legal holiday the Council changed the regular scheduled council meeting date to the 6th of July, 1976 at 7:30 PM. Charles Solheim met with the Council regarding the alley that runs across his property. Moved by Councilmember Hudson and seconded by Councilmember Syring calling for a public hearing to vacate that part of the alley lying easterly on lots 13, 14, 15, 16, Block 1, North Park Addition for July 6, 1976 at 8:00 PM. Motion unanimously carried by a vote of 4-0. Rex Oetinger, Zoning and Building Inspector, met with the Council and reviewed the status of the Elk River Assembly of God Church project. OCity Engineer Lyle Swanson reviewed the FHA grant application. Moved by Councilmember Hudson and seconded by Councilmember Konop aurthorizing Mayor Lundberg to execute the FHA grant application requesting funds for the interceptor sewer line. Motion unanimously carried by a vote of 4-0. Lyle Swanson presented the addendum to the preliminary engineering report on the 1976 Street Improvements adding 5th Street from County Road 13 to Highway 169 new bituminous construction dated June 4, 1976. Moved by Councilmember Syring and seconded by Councilmember Hudson, accepting the.preliminaFy engineering report for the sewer, water, and street construction for School Street extension west of Proctor Ave., Elk River, Minnesota. dated June 4, 1976. Motion unanimously carried by a vote .of 4-0. Moved by Councilmember Hudson and seconded by Councilmember Konop approves and grants the Set-Up license renewal for Dick's Main Tap. Motion unanimously carried by a vote of 4-0. Moved by Councilmember Syring and seconded by Councilmember Hudson to put 50% of the 6,678 revenue sharing allotment into Public Safety operating maintenance and 50% into Public trans- portation operating maintenance for the Planned Use Report. Motion unanimously carried by a vote of 4-0. Moved by Councilmember Hudson and seconded by Councilmember Konop boat launching will be ~.prohibited on York Street at Lake Orono.
