• Standards for Issuance of a Conditional Use Permit
The issuance of a Conditional Use Permit can be ordered only if the use at the proposed
location:
1. Will not endanger,injure or detrimentally affect the use and enja1+ment of other property in the
immediate vicinity or the public health,safety,morals,ainfo convenience or general welfare of the
neighlvii ocd or the city.
2. Will he consistent with the comprehensireplan.
3. Will not impede the normal and orderly delete and improzrment of surroundingvacant

4. Will be served adequately by and will not adversely affect essential public facilities and services
including streets,police andfine protection,drainage refuse disposal,neater and seceer systems,parks
and schools;and will not,in particular,create traffic congestion or interfere=with traffic on
adjacent and neighlornng public thoroughfares
5. Will not inzoke uses,activities,processes,materials,equip hent and conditions of operation that will
be detrimental to any persons or property because of excessive traffic noise,smoke,fumes,glare,
odors,dust or vibrations.
6. Will not result in the destruction,loss or damage of a natural,scenic or historic feature of nnajor
impartanm
7. Will fully comply with all other requirements of this Cale,including any applicable requirements
and standards for the issuance ofa license or permit to establish and operate the proposed use in the
citY•
• If denial of such a permit should occur,it shall accompany recommendations or
determinations by findings or a report stating how the proposed use does not comply with
the standards set forth in section 30-654.
Overview
The proposal is to operate a wholesale lumber distribution facility. There will be outdoor
storage of large quantities of lumber in the open area, on the east portion of the property
adjacent to Cleveland Street. There will also be cold storage within an existing pole building
along the west property line.
Activities that will occur within the building are no different than any other lumber yard.
There will be some equipment for sizing of lumber as well as some office space. Based on
other facilities owned and operated by the applicant,he does not anticipate any general
public business.
Analysis
The hours of operation will be 7 a.m.-6 p.m.Monday through Friday. There will be a total
of nine employees with four of them being part-time.
Delivery of lumber usually occurs early in the week via a flat-bed semi truck which is then
IIunloaded in the outdoor storage yard. The proposed business will have two 24-foot flat bed

• trucks, one single axle and the other a tandem axle. These trucks will then deliver lumber to
its customers. These two trucks will be stored in the existing building.
The outdoor storage area is a mix of class-5, concrete and asphalt that is approximately 8-
feet lower than Cleveland Street.
The building will have to meet all applicable building and fire codes.
Landscaping
The total number of trees required by the ordinance is 32 and the proposed site plan shows
33 trees. There is a small berm between Cleveland Street and the lowered storage area and
this provides some screening of the yard. The site plan shows a proposed 6-foot high chain
link fence around the north, east and south perimeters of the outdoor storage yard. Staff
would recommend that the fence have the opaque slats placed in it to help further screen the
property. Trees should be placed on the outside of the fencing.
Parking and Circulation
Based on the square footage of the building and the City's requirement of one parking stall
for every 2000 sq. ft. of floor area, a total of 9 parking stalls would be required. The site plan
did not indicate as specific number of parking stalls,however, based on the area indicated
for parking,there is adequate space to accommodate the required number of stalls.
IIIThere will be two access points into the yard, one at the north end of the property, off of the
existing parking area, and the second will be directly off of Cleveland Street in the southeast
corner. The applicant will need to maintain proper circulation, as determined by the Fire
Chief, around the stacks of lumber.
Recommendation
Staff recommends that the Planning Commission recommend approval of the Conditional
Use Permit for Outdoor Storage with the following conditions:
1. THE BUILDING SHALL COMPLY WITH ALL BUILDING AND
FIRE CODES.
2. DELIVERY VEHICLES SHALL BE STORED IN A STRUCTURE.
3. IF THE YARD IS TO BE EXPANDED, THE APPLICANT SHALL
APPLY FOR AN AMENDMENT TO THE CONDITIONAL USE
PERMIT.
4. ALL CHAIN LINK FENCES SHALL HAVE OPAQUE SLATS TO
PROVIDE SOLID SCREENING OF STORAGE YARD.
5. PROPOSED LANDSCAPING SHALL BE ON THE ON THE
OPPOSITE SIDE OF FENCE AS IS THE STORAGE YARD.
6. PARKING AREA SHALL BE RESURFACED WITH ASPHALT OR
CONCRETE.
