Location 525 Dodge Street Zoning/Land Use PUD (Planned Unit Development) /FIB (Highway Business) Attachments Location Map Development Plans Memo from the City Engineer Overview • The applicant is proposing to demolish the existing Kentucky Fried Chicken restaurant and replace it with a new one. The site is located at the intersection on Dodge Avenue, 5`h Street Memo to Planning Commission/CU 03-17 July 22,2003 Page 2 • and Highway 169.They are proposing to construct the new building at the south end of the property;the existing building is on the north end. The building will include a drive-thru window. Parking and Access The applicant is proposing to utilize the two existing drives into the site. Because of the increase in traffic in the area in the past 20 years, staff is recommending that the two existing driveways be eliminated and a new one installed as far away from the intersection as possible. It should line up with the proposed drive aisle on the north end of the parking lot. The site plan exceeds the required number of parking stalls; 33 parking spaces are required and 42 spaces are proposed.The drive aisle for the drive-thru has sufficient stacking area to accommodate the required five vehicles. The site plan shows two painted islands in the parking lot.These two islands should be raised,landscaped and include concrete curb and gutter. Grading,Drainage and Utilities Grading, drainage and utility issues are addressed in the City Engineer's memo. Landscaping • Four trees are shown on the landscape plan; 44 trees are required for this site.There are about 12 existing mature trees on the site.The applicant will get credit for existing trees that are not removed. Building Elevations The building, because it fronts on three streets, does not really have a side that can be treated as the rear side. The applicant has the side facing Dodge Avenue as the rear of the building. Staff recognizes that functionally the restaurant has to have a rear or service side, but modifications to the exterior of the building could be made to make it look less like the rear of the building from the outside. Building materials include stucco, EIFS and CMU blocks.White and red awnings will also be installed.Colors will be a mix of white and light tan with red and blue accent colors and stripes. The site plan shows the dumpster out along Dodge Avenue. It should be moved back between the parking lot and Highway 169.The enclosure will have to be a material and color to match those of the building,not a fenced enclosure as proposed. Green Company July 14, 2003 File: 821710J-0240 Mr. Scott Harlicker Senior Planner City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: KFC RESTAURANT SITE REDEVELOPMENT Dear Mr. Harlicker: As requested, we have reviewed the proposed redevelopment of the KFC restaurant site located on Dodge Avenue at the intersection of Fifth Street in the Barrington Place plat. The site plan we reviewed was prepared by BDM Consulting Engineers of Lexington, Minnesota. The sheet was noted as Sheet 3 of 3 and was unsigned and undated. Sheets 1 and 2 of 3 were not included. A Sheet 1 of 1 was including as a landscaping plan. Based upon our review and comments received at the staff • review meeting, we would offer the following comments: 1. It is not clearly stated on the site plan for the redevelopment but is implied that the existing KFC restaurant will be removed at the same time that the new restaurant is being constructed. 2. Since this site was originally developed approximately 20 years ago, the volume of traffic in the area, and specifically on Dodge Avenue and Fifth Street, has increase significantly. Therefore, we would recommend that the access to Dodge Avenue be limited to one location as far away from the Fifth Street intersection as possible. Given that, our recommendation would be that the two existing driveways be closed and a new driveway be opened to line up with the northerly drive aisle. We believe this will allow a good flow of traffic through the site, both walk-in customers and drive-through customers, while improving the access onto Dodge Avenue relative to traffic on that roadway. 3. The dumpster is shown to be located in the island adjacent to Dodge Avenue. This is a very poor location for a dumpster. We would recommend that it be moved to a location on the west side of the site adjacent to Trunk Highway 169. 4. We assume that much of the internal curbing, if not all of it, is to be new. We recommend that the two painted islands be required to be concrete curb and gutter medians to improve the flow of traffic internal to the site. 5. The site plan would indicate that there is concrete curb and gutter along Dodge Avenue; this is not the case. Dodge Avenue currently has a bituminous berm, so there is no concrete curb and gutter to tie into. This raises concerns about the spot elevations shown on the site plan relative to the new concrete curb and gutter. We question whether enough existing topography has been shot to ensure that the site will drain properly. The site plan needs to be resubmitted with the new driveway opening and sufficient existing topography shown along Dodge Avenue to tie into the proposed internal improvements.
