Location 19431 Evans Street,Lot 2, Block 1 Northbound Crossings Zoning/Land Use PUD (Planned Unit Development) /FIB (Highway Business) Attachments • Location Map • Site plan • Building elevations ID Memo to Planning Commission/CU 03-24 August 20,2003 Page 2 • Overview The applicant is proposing to lease approximately 12,000 square feet of floor space in the existing building to Elk River Yamaha, a business that sells and services recreational vehicles such as ATVs,motorcycles and personal watercraft.They are proposing to construct a 3,200 square foot addition on the rear of the building. Businesses currently in this building include Goodwill,Sherwin Williams Paints and B&B Billiards.The recreational vehicle dealership will be located in the southern end of the building. Building Addition The proposed 3,200 square foot addition will include a loading dock and be used for storage. The exterior elevation will match the existing building.The drive aisle around the building will be reconfigured to accommodate the addition. The reconfigured drive aisle complies with the 10-foot setback requirement for paved areas. Vehicle Servicing The floor plan indicates a service area within the building. Because of the noise associated with ATVs,motorcycles and personal watercraft, staff recommends that the Commission include a condition that unless the vehicle is licensed and legal to drive on city streets,test running the vehicle outside the building is prohibited. In order to help confine noise to the inside of the building,the loading doors should be kept closed except when used for IIIdeliveries and all servicing of vehicles should be done inside the building. Lighting Because of the abutting single family residences, glare and spill over from lighting is a concern.All building and parking lot lighting should be installed so that no glare extends on to adjacent properties. Recommendation Staff recommends that the Planning Commission recommend approval of the conditional use permit for recreational vehicle sales and service with the following conditions: 1. Unless a vehicle is licensed and legal to drive on city streets,test running the vehicle outside the building is prohibited. 2. The loading doors shall be kept closed except during deliveries and all servicing of vehicles shall be done inside the building. 3. Thomas, Government Access Cable Producer DATE: August 13, 2003 SUBJECT: Microphone Placement Now, more than ever, it is imperative that each member of the council and staff pay specific attention to put their microphones in the proper place. This is one fist length directly below your chin. If a microphone is placed lower, or on a lapel, it will not pick up your voice properly. The minutes Recorders have had basic training in operation of the audio board; however, they do not have the expertise to be adjusting audio levels throughout the meeting III due to poor placement of microphones. In this temporary situation, I ask that everyone be cognizant of where you are putting your microphones and the level of your voice to assist in making sure everyone is heard. 4111
