07-19-1976 CC MIN REGULAR SEMI-MONTHLY MEETING OF THE CITY COUNCIL OF ELK RIVEn HELD IN THE COUNCIL CHAMBERS OF THE crIT OFFICE BLDG. ~ July 19, 1976 at 7:30 P.M. ~ Members present: Mayor Lundberg, Councilmembers Hudson, and Otto. The minutes of the July 6, 1976 meeting were reviewed:; One addition was noted: the paragraph pertaining to the opening of the public hearing to vacate the alley. The word open was inserted behind the word hearing. j\s there were no other corrections or additions the minutes were approved as corrected. The Council discussed the dropping of the ticket ~stem at Liquor Store #1. The Council had no objections to dropping the ticket system or dropping the assistant manager title. This however, does not mean firing any of the employees unless its to eliminate oneor two of the newer employees. Moved by Councilmember Hudson and seconded by Councilmember otto approving the paying of the Liquor store bills for payment as listed. Motion unanimously carried by a vote of 3-0. Moved by Councilmember otto and seconded by Councilmember Hudson approving the Plans & Specifications of the 1976 Sanitary Sewer, Watermain, Street Improvements and seal coating prepared by McCombs-Knutson & Associates, Inc. July, 1976. Motion unanimously carried by a vote of 3-0. Moved by Councilmember Hudson and seconded by Councilmember Otto approving the preliminary Engineering report on relocation, improvement or vacation of the alley in Blk. 1, North o. Park Addition prepared by McCombs-Knutson & Associates Inc. July , 1976. Motion unanimously . carried by a vote of 3-0. The Council instructed the Clerks secretery Susan Madison to publish a notice in the Sherburne County Star News of the Public Hearing to relocate, improve or vacate the alley in Blk. 1, North Park Addition. The hearing is set for August 2, 1976 at 8:00 PM. in the Council Chambers. Mr. Harry Kreuser met with the Council and presented a petition to re1?pen the discussion of the old boat landing. C' Moved by Councilmember otto and seconded by Councilmember Hudson to hold a public hearing to reopen the discussion of the old boat landing. The hearing is set for August 16, 1976 at 8:00 P.M. Motion unanimously carried by a vote of 3-0. The Clerks secretery Susan Madison was instructed by the Council to publish a notice in the Sherburne County Star News for a public hearing on reopening the discussion of the old boat landing. This notice will only appear in the paper once and no notices will be sent out. The Clerks see-r.etery was also instructed to write a letter to the Elk River Park Board explaining the situation and asking them to attend the public hearing with a report on the matter. Rex Oetinger, City Building and Zoning Inspector met with the Council requesting that he hold office hours at the City Hall one. day each week so that the public can reach him more ~ readily. ~ Moved by Counci1member otto and seconded by Councilrnember Hudson approving Hex Oetingers request to use the City offices on Saturdays from 8:00 AM. to 12:00 noon starting August 7, 1976.
