1. Call meeting to order at 4:00 P.M. February 15, 2000
2. Consider Utilities Agenda
John Dietz moved to approve the Agenda, with one additional item by Bryan
Adams under Other Business. George Zabee seconded the motion. Motion
carried 3-0.
3. Consider Consent Agenda
John Dietz moved to approve the Agenda as follows:
Check Register
Sales and Production Reports
5.1 Review Vehicle and Equipment Lists
Commission reviewed the vehicle and equipment lists with Staff No action
necessary.
5.2 Review Monitoring Charges for Sewer Lift Stations
Bryan Adams reviewed the Monitoring Charges for the Sewer Lift Stations with
the Commission. John Dietz directed Bryan to forward the information to the
City.

6.1 Review and Consider Bid Tabulation for Electric Wire Bids
On February 9, 2000, bids were received to supply and deliver approximately
132,500 feet of electric wire for 2000 construction projects. Staff prepared a
bid tabulation for Commission review, along with recommendations.
John Dietz moved to approve the purchase as follows:
7500 LF 500 MCM Border States
40000 LF 4/0 URD Cable Burmeister Electric
60000 LF 1/0 URD Cable Wesco
10000 LF Brenau 600 V Cable Wesco
15000 LF Converse 600 V Cable Wesco
10000 LT Sweetbrair 600 V Cable Wesco
to eliminate bids from King Wire and Resco,because of qualified bids,
fluctuations in their quoted prices, time restraints and non-conformance
to specifications.
George Zabee seconded the motion. Motion carried 3-0.
6.2 Review Annual Report to City Council
Bryan Adams presented the 1999 Annual Report to City Council for Commission
review and consideration. Specific major accomplishments of 1999 and goals for
2000 were reviewed.
6.3 Review Revised Safety Manual
Bryan Adams presented to Commission the revised and up-dated Safety Manual.
Discussion followed with comments from Glenn Sundeen and Bryan Adams.
6.4 Review Air Conditioning Load Control
A report prepared by Vance Zehringer, was reviewed and discussed. The report
contained a Situation Analysis addressing the air conditioning program, with
options to be considered. After lengthy consideration, Bryan Adams suggested
that two years of education for consumers including advertising, brochures and
bill stuffers be implemented, with promotion of heat pumps. At the end of two
years the situation will again be reviewed.

6.5 Review APPA Campaign for Real Competition
American Public Power Association has requested a $500.00 special assessment
the Campaign for Real Competition, an effort to address market power issues.
Staff recommends supporting the program. James Tralle added his support.
James Tralle moved to approve payment of the $500.00 special assessment to
American Public Power Association. George Zabee seconded the motion.
Motion carried 3-0.
Other Business
Bryan Adams presented a Draft of Amendment to All Requirements Contract and
Schedule V in regard to our purchased power. Terms and conditions were discussed.
Action will be taken at a future meeting when the Contract is finalized.
James Tralle presented a gift to Robert McCartney, recognizing his retirement after
nearly 33 years of loyal service to the Elk River Municipal Utilities. Congratulations
followed,noting that his presence will be missed by the Utilities.
The next scheduled meeting of the Elk River Municipal Utilities Commission will be
March 14, 2000.
James Tralle moved to adjourn the February 15, 2000 meeting of the Elk River
Municipal Utilities Commission. George Zabee seconded the motion. Motion
carried 3-0.
The February 15, 2000 meeting of the Elk River Municipal Utilities Commission
adjourned at 5:10 P.M.
