09-20-1976 CC MIN - SPECIAL o D ..~.... s, ~ ", Council Meeting September 20, 1976 at 7:30 p.m. r4embers present Mayor Lundberg, Councilmembers Konop, Hudson and otto. The Council reviewed the minutes of the September 7, 1976 meeting and as there were no additions or corrections the minutes were approved as printed. The special minutes of the Canvassing Board were also reviewed and as there were no additions or corrections the minutes were approved as printed. Moved by Councilmember Hudson and seconded by Councilmember Konop approving the Club On Sale Liquor license renewal requested by the Elk River Eagles Club. Motion un- aminously carried by a vote of 4-0. Moved by Councilmember Konop and seconded by Councilmember Hudson approving the paying of the General Government and Liquor Store bills for payment as listed. Motion un- aminously carried by a vote of 4-0. Pastor Nichols and member.sof the building committee for the Elk River Assembly of God Church met with the Council. Lyle Swanson City Engineer was also inattendence. The Church members voiced concern regarding the drainage since the road is much higher and their own parking area will cause more water run off onto the two vacant lots. They contacted Lyle Swanson and he stated that the specification calls for a culvert and a drainage ditch along the new road thus the run off would then follow the natural drainage flow and would not cause any problems. The newspaper artiele that appeared in the Sherburne County Star News was also discussed Pastor Nichols stated that they did not in no way intend to give the impression that they would or would not pay their equal share of the road project. It would appear that there may have been a miss understanding of both parties at the time the conditiona: use permit was issued. However, this matter can be t~en care of at the time of the assessment hearing. City Engineer Lyle Swanson was instructed to work up the assessment rolls both ways on the School Street extention project. No further business the meeting adjourned at 8:40 p.m. )
