11-01-1976 CC MIN o 0, :.'.". '"'. ~ . REGULAR SEMI-MONTHLY MEETING OF THE CITY COUNCIL OF ELK RIVER HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. November 1, 1976 at 7:30 PM. Members present Mayor Lundberg, Councilrnembers Syring, otto, Hudson and Konop. The minutes of the October 15, 1976 meeting were reviewed as there were no additions or corrections the minutes were approved as printed. Rex Oetinger, Bldg. Inspector and Randy Toth, representing Pako Studios met with the Council regarding the construction of a drive up photo finishing shop in Georges Super Value parking lot. Moved by Couneilmember otto and seconded ;by Councilrnember Konop approving and granting the issuance of a conditional use permit to Pako Photo Express drive in as recommended by the Elk River Planning Commission. Ivlotion unaminously carried by a vote of 5-0. Ivloved by Councilmember Hudson and seconded by Councilmember Otto adopting the resolution appointing election judges for regular City election November 2, 1976. Motion unaminously carried by a vote of 5-0. Moved by Councilmember Syring and seconded by Councilmember Hudson accepting the bid of $2,250.00 from Ron Lindberg & Son for revising the trash basket in the main lift station. Motion unaminously carried by a vote of 5-0. The Council approved Gene Zappa's request to dispose of dutch elm trees in the city clay pit. Mayor Lundberg presented the new land use map for Region ~J. Mayor Lundberg also gave a short report on the consolidation proceedings. The town- ship still wants the words system. No further business the meeting adjourned at 8:30 p.m. / , / 5. Make recommendations (including cost effective studies) regarding hiring or contracting management or efficiency expert services, including the hire of village manager. 6. To oversee the Liquor Store operations and study and advise on the need or advisability of changing to split liquor operation. B. Health and Safety Committees which shall be charged with: 1. To continually study and advise the council on all matters concerning Fire and Police Protection and other matters concerning Health and Safety generally. 2. To make such studies, investigations and reports on matters concerning Health & Safety as the council shall order. 3. To act as Liason between the council and the Police and Fire Departn:ents. C. Improvements Committee which shall be charged with: 1. To continually study and advise the council on all matters concerning street and sewer improvements as well as on all other capital improvements needed in the village. 2. To make such studies, investigations and reports on matters concerning capital improvements in the village as the council shall direct. Resolution Creating Management Committee for the Village of Elk River ! There is hereby established the committees herein-after enumerated for the Village of Elk River. The committees shall be composed of three members of the council each to hold office for a term of one year, provided that at least one member shall carry over to the following year. The members shall be appointed by the Mayor at the first council meeting of each year. The committees shall have the. powers and duties as;hereafter specifically enumerated and shall also have the following general power and duties. 1. Each Committee shall meet at least once a month and shall make a monthly report of its activities to the council at the first council meeting of each month. 2. Each Committee shall regulate its internal procedures anddetermine its o\.m by-laws not in-consistent herewith b1rt shell follow Roberts Rules of Order as nearly as possible. 3. Each Committee shall continually reassess its viability and shall, as it deems necessary, recommend to the council on the restructure or the redefinition of its duties. 4. Each Oommittee shall establish communication and report with such Village departments, boards, committees and agencies and with such county department, board, committees, and agencies as shall assist the committee to effectuate its purpose. / 5. Each Committee shall, in making recommended courses of~action for the council to follow, consider and investigate the possibility of joint efforts or operations with other governmental bodies. 6. Each Committee shall keep a record of its investigation indicating the matter studied, the facts determined and the conclusions drawn. Said record shall be legible (preferably typed) and indexed as to subject matter. The Committees established shall be: A. Finance Committee which shall be charged with: 1. Continually studing and adviseing the council on all matters concerning Village income and expenditures. 2. Make such investigations and studies concerning Village financial matters as shall be required by the council. 3. Prepare and present a proposed annual budget for the village to' the council by Sept. 1st of each year. In preparing the budget the committee shall consider the salary, administrative, supply, equipment, capital, and other needs of each department, board, and agency of the Village. j 4. Investigate andd3termine the efficiency of operation of the various departments, boards, and agencies of the vill~ge and report on both large and short range methods of improving efficiency.
