ELK RIVER MUNICIPAL UTILITIES

I, John Dietz, Utilities Commission President,hereby request a
special meeting of the Elk River Municpal Utilities on Wednesday,
January 29, 1997, at 4 : 00 P.M. , to be held at the Elk River
Utility Offices.
The purpose of the special meeting is to review water rates, and
to award bids for a 69 KV sub-station tranformer.

Patricia Hemza, Office Manager
President John Dietz called the Special Meeting to order at
4 : 00 P.M. for the purpose of awarding the bid for a 69 KV sub-
station transformer and to review water rates .
Mr. Adams requested that an up-date of electric rates be added to
the Agenda.
Mr. Zabee moved to add an up-date of electric rates for
discussion, to the Agenda. Mr. Tralle seconded the motion.
Motion passed 3-0.
Big tabulations were presented for the 69 KV sub-station
transformer.
Mr. Zabee moved to accept the low bid of $314, 816.00 for
the purchase of a 69 RV transformer from Waukesha and to
authorize the use of Equipment Certificates, through the
City, for payment of the transformer. Mr. Tralle seconded
the motion. Motion carried 3-0 .
Mr. Maurer presented a preliminary report consisting of a Rate
Study to review water use records and to estimate future demand,
operations, maintenance, renewal and replacement costs for the
water systems in the City of Elk River. The billing structure
was analyzed and recommendations were given. Water Access
Charges were analyzed with Debt Service and the rapid growth rate
taken into consideration. Discussion followed with action to
follow at a future meeting.
Mr. Adams discussed the Electric Rate Study in progress. The
Commission went over the recommendations and options . The final
report will be presented at the next meeting.
The next regular meeting of the Elk River Utilities Commission
will be on February 12, 1997, with the time changed, to begin at
3 :30 P.M.

Mr. Zabee moved to adjourn the Special Meeting. Mr. Tralle
seconded the motion. Motion carried 3-0 .
